Chicago Man Accused of Selling Crack Near Southwest Elementary School
Attorney implies his client was set up by Evergreen Park police in controlled drug buys.

A Chicago man is being held on $250,000 after he was arrested in an undercover drug sting near an Evergreen Park elementary school, prosecutors said.
Travis Phelan, 25, of the 4500 block of South LaCrosse Avenue, Chicago, appeared before Cook County Judge Peter Felice on charges of possession of a controlled substance and delivery of a controlled substance within 1,000 feet of a school.

According to the charges, Phelan sold a 1 gram of crack cocaine and 1.5 grams of crack cocaine to undercover Evergreen Park police on Dec. 9, 2015 and Jan. 5, 2016.
Both controlled buys took place in the area of West 99th Street and South Central Park Avenue, within view of Southwest Elementary School, police said.

Phelan arrested Feb. 10 in the 3500 block of West 99th Street, according to arrest reports.
Prosecutors said that Phelan has a prior conviction in 2010 for possession of heroin.
Phelan’s attorney called the accusations “convenient.”
“He makes these controlled buys and a month goes by without an arrest,” the attorney told the judge. “”It’s very convenient when officers are setting up the controlled buys near a school.”
Bail was set at $250,000 for both charges. Phelan is due back in court on March 10 in Bridgeview.
