Water Rates, Parking Fees And E-Bike Rules On Glenview Board Agenda
Trustees will consider higher utility rates and commuter parking fees, plus e-bike rules, at Thursday's meeting.
GLENVIEW, IL — Higher water and sewer rates, increased commuter parking fees and updated rules for e-bikes are among the proposals heading to the Glenview Village Board on Thursday.
Trustees will meet at 7 p.m. Nov. 5, in the Burnham Board Room at the Municipal Center, 2500 E. Lake Ave. The agenda also includes final consideration of a downtown traffic change that would allow drivers to turn from Railroad Avenue onto eastbound Glenview Road.
The fee changes and electric mobility ordinance are scheduled for first consideration. Neither has received final approval.

Water And Sewer Rates Could Rise
Under the proposed 2027 fee ordinance, incorporated customers' water consumption charge would increase from $8.02 to $8.28 per 1,000 gallons. The unincorporated rate would rise from $12.07 to $12.46. Those increases amount to approximately 3.25 percent. Fixed quarterly water charges would increase 2.5 percent.

Sewer consumption charges would rise from $1.67 to $1.89 per 1,000 gallons, with staff recommending a 13 percent increase in both consumption and fixed quarterly sewer charges.
For customers with a standard three-quarter-inch meter, the combined fixed quarterly water and sewer charges would increase from $39.64 to $41.91, before usage charges.
If approved, the utility adjustments would apply to bills issued after Jan. 1, 2027. Staff says the increases are intended to cover service costs and investment in water and sewer infrastructure.
Commuter Parking Proposal Includes Lower-Cost Alternative
Annual resident parking permits valid at both Glenview train stations would increase from $300 to $400. Nonresident permits would rise from $400 to $533. Monthly permits would increase from $25 to $33.50 for residents and from $33.50 to $44.50 for nonresidents.
Staff also proposes creating a permit valid only at The Glen of North Glenview Station, preserving the current prices: $300 annually for residents and $400 for nonresidents.
The report says North Glenview typically has about 1,000 parking spaces available daily. The station-specific permit would encourage commuters to use that capacity.
Except for a temporary pandemic reduction, the existing permit prices have not changed since 2005, according to staff.
E-Bike Rules Would Be Updated
Trustees also will consider revising Glenview’s rules for electric mobility devices, including e-bikes, electric scooters and electric skateboards.
A police department report says the village's current ordinance dates to 2004 and broadly prohibits motor-driven scooters on public streets, sidewalks, parking lots, bike paths and other public property.
Staff recommends updating the ordinance to align with changes to the Illinois Vehicle Code taking effect Jan. 1, 2027.
The proposed ordinance would allow operation where expressly authorized by the state code. It also includes provisions for confiscating and impounding devices used in violation of the ordinance.
Railroad Avenue Change Nears Final Vote
A separate traffic ordinance would convert the one-way portion of Railroad Avenue south of Glenview Road to two-way traffic, allowing northbound drivers to turn right onto eastbound Glenview Road. The proposal includes a northbound stop sign, right-turn-only signs and pavement markings.
Currently, drivers seeking to head east must use other streets or cut through the Midtown Square parking lot, according to the staff report. A village traffic consultant concluded the road could safely accommodate two-way traffic.
Trustees approved the ordinance's first consideration 5-0 on Oct. 6. Final consideration is on Thursday's consent agenda.
Other Business And How To Watch
The agenda also includes initial consideration of remodeling plans for the Jaguar-Land Rover dealership at 2800 Patriot Blvd.
