HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

ARRESTS/CITATIONS

Marc Rosenfeld, 27, of the 1600 block of Watercress Way, Highland Park, was arrested around 1:15 a.m. on Feb. 1 and charged with driving under the influence of alcohol following a traffic stop at the intersection of Park Avenue and Skokie Valley Road. He was also issued improper lane usage, and speeding 26 to 34 mph above the limit citations.

Devin Adams-Barton, 31, of the 6400 block of North Sacramento Avenue, Chicago, was arrested around 4 p.m. on Feb. 2 and charged with driving under the influence of drugs after officers arrived at the scene of a two-car traffic crash, with no injuries, at the intersection of Skokie Valley and Deerfield roads. Police also issued him a citations for failure to reduce speed to avoid a crash.

A 20-year-old Waukegan man was arrested around 11:15 p.m. on Feb. 1 and charged with excessive speeding — 35 mph or more over the limit — following a traffic stop in the 2000 block of Skokie Valley Road. Police also issued him citations for overly tinted front side windows and a tinted license plate cover.

Carlos Padilla, 20, of the 2600 block of Northfield Avenue, Waukegan, was arrested around 8 p.m. on Jan. 28 and issued a local ordinance battery citation after officers got a report of a fight in the 1900 block of Skokie Valley Road.

Note: The Highland Park Police Department did not release any information about any incidents for the week of Jan. 28 to Feb. 3. The Highwood Police Department, which never releases information about any incidents, reported no arrests during the final week of January 2020.
