After Release From Hospital, Driver Charged With DUI: Blotters
Lincolnshire, Vernon Hills residents arrested after late-night traffic stops: Highland Park-Highwood Police Blotters

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

ATTEMPTED BURGLARY
A resident in the 1200 block of Taylor Avenue reported they discovered pry marks on the frame of a back door on Jan. 6. It was not known whether any burglars made it inside, but nothing was reported stolen and no suspects had been identified at the time of the initial report.
CRIMINAL DEFACEMENT
Someone painted graffiti on an asphalt bicycle path in the 1200 block of Park Avenue at some point prior to 1 p.m. on Jan. 7.

CRIMINAL DAMAGE TO VEHICLE
A resident in the 2600 block of Priscilla Avenue reported someone smashed the rear passenger side window of a car between 11 a.m. and 12 p.m. on Jan. 10. Nothing was reported missing at the time of the report.
ARRESTS/CITATIONS
Joseph Laughlin, 24, of the 100 block of South Green Bay Road, turned himself in on Jan. 6 to face one count of driving under the influence of alcohol with a blood alcohol concentration of 0.08 or greater in connection with a three-car Oct. 12 traffic crash at the intersection of Skokie Valley Road and Park Avenue. Police said Laughlin, the only person injured in the crash, was taken to a hospital. Court records show a warrant was issued Jan. 6.
Thomas McDonough, 63, of the first block of Dukes Lane, Lincolnshire, was arrested shortly before midnight on Jan. 7 and charged with driving under the influence of alcohol following a traffic stop at the intersection of Half Day Road and Tennyson Lane. He was also issued an improper lane usage citation.
Ulises Espinosa Ventura, 26, of the first block of Walker Avenue, Highwood, was arrested shortly after 1 a.m. on Jan. 9 and charged with disorderly conduct after hitting a passenger window of a car in the 300 block of Green Bay Road, making a person believe he was breaking into the vehicle.
A 53-year-old Highwood man was arrested around 1:20 a.m. on Jan. 9 and charged with driving with a suspended or revoked license after officers witnessed him run a stop sign at Western and Prairie avenues. He was also ticketed for disregarding a posted stop sign.
Matthew Rapp, 30, of the 400 block of Fernwood Court, Vernon Hills, was arrested around 5 a.m. on Jan. 12 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop at the intersection of Skokie Valley and Half Day roads. He was also issued citations for illegal transportation of an open container of alcohol by a driver and not driving on the right side of the road.
