City Council Considers $175,000 Sale Of Highland Park Townhome

Since the 1980s, the currently vacant Green Bay Road condominium had been used to offer supportive housing to people with disabilities.

HIGHLAND PARK, IL — Councilmembers on Monday are set to approve the $175,000 sale of a vacant city-owned townhome that had previously been leased to a nonprofit serving people with disabilities.

City staff recommend approving the deal for the sale of 1974 Green Bay Road, which would unify ownership of the six-unit condominium building at 1972-1882 Green Bay Road with a trust in the name of Boris Tekansky.

In 1980, city officials used Community Development Block Grants to purchase the unit for disabled low-moderate income tenants, city staff told the Housing Commission last year. The city had a lease with Northbrook-based Glenkirk Association for the two-story, two-bedroom unit with a garage below.

In March 2020, housing commissioners recommended unanimously that the City Council agree to sell the unit without a deed restriction for at least $135,000, with proceeds going to the Housing Trust Fund, after Tekansky "indicated interest" in buying the unit from, the city, according to meeting minutes and staff memos.

According to a preliminary zoning and redevelopment analysis of the site of the condominium building prepared for the Housing Commission, the 0.23-acre parcel is in a RM2 High Density Multiple Family Residential zoning district that would allow for limited commercial uses.

The analysis indicated that a future multi-family development on the site could be up to three stories, 40 feet tall and have up to eight units if it meets other zoning and City Code requirements.

The purchase and sale agreement for 1974 Green Bay Road and associated ordinance and staff memo on the omnibus agenda for approval at Monday's City Council meeting does not specify where the proceeds from the sale are to be directed.
