Highland Park 2017 Halloween Sex Offender Safety Map

Find out where registered sex offenders are living in Highland Park and Highwood before the kids go out trick or treating.

HIGHLAND PARK, IL — Before kids go out trick or treating on Halloween, fall is a good time to take an inventory of who is living in your neighborhood.

Highland Park and Highwood currently have seven registered sex offenders listed on the Illinois Sex Offender Registry living in town, three of whom are classified as sexual predators. Two Highland Park offenders are listed with unknown locations, one is listed as non-compliant.

Pins on the map represent addresses of offenders convicted of sex crimes. Roll your cursor over the pins, and you will see more information pop up, including the registered sex offender’s name, address, current age, convictions, and the age of the offender and victim at the time of the offense. Jose Raul Martinez, 32, is listed on the registry as having fled his address without providing notification. He was convicted in Cook County of abusing a 16-year-old when he was aged 23.

Armando Basilio-Mancilla, 40, is also listed with an unknown address. He was convicted in Lake County of abusing a 12-year-old while aged 28.

Registered sex offenders are prohibited from passing out candy on Halloween. They may not appear in a Halloween costume or other child-centered holiday character, such as Santa and the Easter Bunny, in public. Registered sex offenders, however, may wear a Halloween costume in their home, according to the Illinois Sex Offender Registry.

You may want to avoid trick or treating at these houses and apartments on Halloween, or merely be aware of who’s living in your neighborhood during the rest of the year.
