Creepy Joliet Sex Offender Back In Custody

William Handford had lived on Briggs Street.

JOLIET, IL - A registered sex offender who was living on Joliet's Briggs Street now finds himself locked away from society at the Will County Jail because he failed to keep police updated about his address. William Handford was booked into detention on Friday morning, July 6. The Illinois Sex Offender Registry had him listed as living at 315 N. Briggs Street. Handford, now 54, was 31 and his victim was 42 when he committed a forcible sexual assault during the 1990s in Will County, the state registry shows.

A criminal complaint filed on June 28 by Will County Sheriff's detectives advises the judge that on May 31, Handford "knowingly failed to inform the law enforcement agency with whom he last registered, in writing, of his change of residence within three days of changing his residence."

A $30,000 bail was set for Handford, and as of 10 p.m. Sunday night, July 8, he remained inside the jail facility. Handford has a long criminal rap sheet at the Will County Courthouse including numerous arrests for crimes including burglary, theft and alcohol-related infractions.
