Joliet Has 21 Non-Compliant Sexual Offenders

JOLIET, IL — The Illinois sex offender registry lists 313 convicted offenders residing around the city of Joliet, the state's third-largest city. From that list, however, at least 21 convicted sexual offenders are currently listed as being non-compliant with the police registry.

Registered sex offenders are prohibited from passing out candy on Halloween. They may not appear in a Halloween costume or other child-centered holiday character, such as Santa and the Easter Bunny, in public. Registered sex offenders, however, may wear a Halloween costume in their home, according to the Illinois Sex Offender Registry.

You may want to avoid trick or treating at these houses and apartments on Halloween, or merely be aware of who's living in your neighborhood during the rest of the year.

The 21 Joliet offenders who are classified as being non-compliant with the police registry are the following people:

Michael B. Bales, age 65, 2305 W JEFFERSON Apt. 122, convicted in Will County of predatory criminal sexual assault and aggravated criminal sexual abuse/victim under 13. Victim was 6, Bales was 47 at time of his crimes.

Shana Cox, 44, 1750 MCDONOUGH Apt. 147, AGGRAVATED CRIMINAL SEX ABUSE/VICTIM 13-16, Cox was 36 and her victim was 16 at the time of her crime here in Will County.

Chad Crow, 43, last known address Will County Jail on Nov. 19, 2018, Crow was 31 and his victim was 39. SEXUAL EXPLOITATION/EXPOSE ORGANS, crimes occurred in Grundy County.

Donald G. Fulk, 70, 910 DAWES AVE, Fulk was 38 and his victim was 16. Fulk's crimes occurred in Coles County: FAILURE TO REPORT CHANGE OF ADDRESS, FAILURE TO REPORT ANNUALLY/2+, AGGRAVATED CRIMINAL SEXUAL ASSAULT, FELONY CONVICTION AFTER 7/1/2011.

Robert Hodges, 53, homeless in Joliet, offender was 38 and his victim was 16 at time of his crime here in Will County: AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16.

McKinley Horton, 76, 2305 W JEFFERSON Apt. 119, Horton was 66 and victim was 9. Horton was convicted in Grundy County of AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM <13.

Brandon D. Irving, 29, homeless in Joliet, Irving was 19 and his victim was 18 here in Will County: FAIL TO REGISTER W/IN 5 DAYS OF NEW RESIDENCE/SCHOOL and ATTEMPTED CRIMINAL SEXUAL ASSAULT/FORCE.

Kevin D. Jordan, 53, 512 S EASTERN, Jordan was 45 and his victim was 14. Jordan committed his crimes in Stephenson County: UNLAWFUL RESTRAINT, SEX RELATIONS, CRIMINAL SEXUAL ASSAULT/VICTIM 13-17.

George C. Kelly, 49, 1515 RIVERBOAT CENTE Apt. 218, Kelly was 24 and victim was 16 when he committed his crimes in Oregon: PROMOTING JUVENILE PROSTITUTION.

Bryan William Meyer, 39, 424 MAY ST, Meyer was 21 and victim was 13, Meyer's crimes occurred in Cook County: FAILURE TO REPORT A CHANGE OF ADDRESS/EMPLOYMENT and AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16.

Kevin D. Nelson, 40, 777 HOLLYWOOD DR Apt. 228, Nelson was 21 and his victim was 12 when he committed his crimes in Florida: AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16

David Robinson, 41, homeless in Joliet, Robinson was 18 and his victim was 4 here in Will County: AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM <13

Michael Robinson, 42, homeless in Joliet, Convicted in DuPage County of two counts of PREDATORY CRIMINAL SEXUAL ASSAULT. Robinson was 23 and his victim was 6.

Armando Romero, 31, 701 MOHAWK ST, Offender was 18 and his victim was 14 when Romero committed his crimes in Cook County: CHILD SEX OFFENDER PRESENT IN A SCHOOL ZONE, FAILURE TO REPORT A CHANGE OF ADDRESS/EMPLOYMENT, FAIL TO REPORT WEEKLY/NO FIXED ADDRESS/2ND, FAILURE TO REPORT ANNUALLY/2+ and CRIMINAL SEXUAL ABUSE/VICTIM VIC 9-16.

Emmerson S. Smith, 38, 2220 S BOGDAN LN Apt. B, Smith was 24 and his victim 13 when he committed his crime in Will County: AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16.

James F. Smith, 52, 105 CLEMENT, Smith was 23 and his victim was 13 when he committed his crimes here in Will County: VIOLATE SEX OFFENDER REGISTRATION, AGGRAVATED CRIMINAL SEX ABUSE/BODILY HARM, AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 9-16, AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16 and FELONY CONVICTION AFTER 7/1/2011.

Benjamin Stephens, 66, 1 Division, Stephens was 37 and his victim was 18 when he committed his crimes in Cook County: AGGRAVATED CRIMINAL SEXUAL ASSAULT/WEAPON and FELONY CONVICTION AFTER 7/1/2011.

Charles Story, 37, last known address was Will County Jail where he was released on Sept. 20, Story was 20 and his victim was 17 when he committed his crime in Schuyler County: CRIMINAL SEXUAL ASSAULT/FORCE and FELONY CONVICTION AFTER 7/1/2011.

Timothy D. Terry, 49, 1836 FESTIVAL COURT, Terry was 26 and his victim was 36 when he committed his crimes in Will County: AGGRAVATED CRIMINAL SEXUAL ASSAULT (2 Counts)

Vincent Louis Winters, 54, 126 AKIN, offender was 28 and victim was 16 when Winters committed his crimes in Will County: AGGRAVATED UNLAWFUL RESTRAINT and AGGRAVATED CRIMINAL SEXUAL ASSAULT.

Peter Zabala, 43, 112 GIRARD BLVD, Zabala was taken into custody in October 2018 in connection with charges of violating the sex offender registry, he was subsequently charged with the first-degree murder of Ashley Tucker, 25, and Zabala remains in the Will County Jail awaiting trial. The sex offender registry lists Zabala's crimes as: MURDER WITH INTENT TO KILL OR INJURE and AGGRAVATED CRIMINAL SEXUAL ABUSE/VICTIM 13-16.
