Joliet Man Was Cruel To 'Sickly' Dog: Police
The incident occurred in the 700 block of Grant Avenue.

JOLIET, IL - A Joliet man who is 37 years old was given a compliance ticket this week from the Joliet Police Department for animal cruelty, police said. Shortly before 5 p.m. Monday, Joliet officers responded to the 700 block of Grant Avenue regarding an animal cruelty complaint against Phillip Rathe.
"Upon arrival, officers spoke with Rathe as his dog was emaciated and sickly. It was determined by officers that Rathe is responsible for the care and well-being of the animal, and Rathe failed to provide proper food and drink. Rathe was arrested for the above offense," reports show.
Because Rathe was given a misdemeanor citation, he was not taken to the Will County Jail for a booking mugshot.
