Masturbation In Joliet's Police Station, Sex Offender Put In Jail: JPD

JOLIET, IL — Some staff at the Joliet Police Department who worked at the downtown police station last weekend are now considered victims of a crime because they saw 34-year-old convicted sex offender Jach Hayes playing with himself inside their building, according to criminal charges.

The Will County State's Attorney's Office of Jim Glasgow has charged Hayes with public indecency as well as failing to register his current address with authorities in compliance with the Illinois sex offender registration laws.

The complaint indicates that on Sunday, staff at Joliet's Police Department saw Hayes engaged in the act of public masturbation and his crime happened in the police station vestibule area.

The Illinois State Police website currently lists Hayes — who is also known as Trey Hayes — as supposedly being outside of Illinois, with whereabouts unknown to law enforcement.

According to the sex offender registry, Hayes was convicted in Will County of both aggravated criminal sexual abuse as well as failure to report a change of address/employment.

At the time of his sex crime, Hayes was 21 and his victim was 16.

This week, Will County Judge Donald DeWilkins ordered that Hayes will remain in county detention under the SAFE-T-Act, and the judge noted that "a bona fide doubt exists to the defendant's fitness to stand trial." For that reason, the mental health unit of Will County's Court Services has been ordered to conduct a mental health examination upon Hayes at the jail facility.

Hayes' next court appearance is set for March 24 in Courtroom 202 of Judge DeWilkins.
