Public Indecency In Joliet, 6 New Charges For Sex Offender Known As Topdog, Pitbull: JPD

JOLIET, IL — The Will County State's Attorney's Office has filed a half dozen criminal charges of public indecency and disorderly conduct against 48-year-old Joliet resident Demarkus Dashawn Bailey, who is listed as a lifetime registrant on the Illinois State Police registry as a sex offender out of Will County. Bailey goes by nicknames including Top Dog and Pitbull, the Illinois State Police pointed out.

According to the Joliet police's criminal complaint filed this week at the courthouse, Bailey faces three counts of public indecency because he "exposed his genitalia in a public place in a lewd manner, with the intent to arouse his sexual desires" on July 22.

As for his three disorderly conduct charges, Bailey is accused of exposing his genitalia in front of his female victim "to alarm or disturb another ... and to provoke a breach of the peace." Two of his disorderly conduct charges accuse Bailey of exposing his genitalia in front of two minor children "to provoke a breach of the peace" in Joliet.

In October 2021, Bailey was the subject of a major Joliet Patch crime story, an event that caused the hazardous materials team to respond to the Joliet police station and drew widespread news media coverage across the Chicagoland.

"Detectives investigating this incident identified Bailey as the suspect after surveillance video depicted Bailey spreading the powder throughout the front lobby and elevator area of the Joliet Police Department," Joliet police announced at the time. "Bailey returned to the Joliet Police Department on today’s date, where he was placed into custody without incident."

According to the Illinois State Police sex offender registry, Bailey was 21 and his victim was 17 when he was convicted in Will County of aggravated criminal sexual assault.
