Officers learned that Hylka is listed as a respondent in a stalking no contact court order in which her neighbor is a protected party. It is believed that Hylka approached her neighbor’s apartment and began banging on the window while screaming at the victim.
Officers were not able to locate Hylka at first. A short time later, officers returned to the 100 block of North Clement Street and spotted Hylka in the street. She was placed into custody without incident.
