LAKE FOREST-LAKE BLUFF — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

Rollin J. Soskin, 66, of the 1000 block of Oxford Drive, Deerfield, was arrested around 3:30 a.m. on July 12 and charged with driving under the influence of alcohol after police were called to a crash in the area of Route 41 and Route 60. Officers found Soskin had driven a 1963 Corvette off the road, a witness described his driving and he smelled of alcohol. Soskin was placed under arrest and later provided a breath sample indicating a blood alcohol concentration of 0.106.

Sean O. Allen, 43, of the 600 block of Johns Manville Place, Waukegan, was arrested around 4:30 a.m. on July 14 after a traffic stop in the area of Route 41 and Gage Lane on two active Lake County arrest warrants connected to shoplifting charges. He was also charged with driving with a suspended license.

Larry L. Ward, 24, of the 200 block of West Forest Avenue, Round Lake, was arrested around 2:30 p.m. on July 14 on an arrest warrant for failure to appear in court on a burglary charge following a traffic stop in the area of Route 41 and Gage Lane. He was also charged with driving without a valid license and a "Scott's Law" violation.

Abigail S. Lehtinen, 45, of the 900 block of Hayner Avenue, Zion, was arrested around 2:15 a.m. on July 15 and charged with driving under the influence of alcohol and illegal transportation of alcohol after officers were called to the area of Route 41 and Route 60 for a report of an unconscious woman on the ground. A witness told police that Lehtinen had been speeding and driving erratically before getting into an argument with an unidentified man driving a black Cadillac SUV. The witness told police Lehtinen parked, got out of her car, walked over to the SUV driver and punched him. The man then got out of the Cadillac and punched Lehtinen in the face, knocking her to the ground, and drove away. Police later found six bottles of vodka and various pills in Lehtinen's car and learned from the sheriff's office that she had been involved in an earlier hit-and-run crash. Records show she was charged with battery in Beach Park for an earlier incident and her blood alcohol concentration was found to be more than three times the legal limit.

Charles C. Volstorff, 46, of the 2900 block of Hillsboro Lane, Lake in the Hills, was arrested around 1 a.m. on July 17 and charged with driving under the influence of alcohol and aggravated speeding more than 35 mph over the limit in a construction zone after police were called to a report of an erratic driver on Route 41. Although he had previous arrests for driving under the influence of alcohol, one was amended to reckless driving, so prosecutors reportedly declined to approve a felony charge.

Terrance B. Klavsons, 19, of the first block of Honeysuckle Road, Lake Forest, was arrested around 4:15 a.m. on July 17 and charged with driving under the influence of drugs following a traffic stop in the Forest Park parking lot. After noticing a black BMW commit several traffic offenses, an officer pulled over Klavson and determined he was impaired following field sobriety tests.

A 21-year-old Waukegan man was arrested around 7:30 p.m. on July 18 and charged with driving without a valid license after an officer noticed him speeding in black Mitsubishi through a construction zone on Route 41. He was also ticketed for speeding 76 mph in a 45 mph construction zone.

A 31-year-old Sauk Village woman was arrested around 6 p.m. on July 19 and charged with driving with a suspended license following a traffic stop on a blue Chrysler with a registration that had been expired for more than six months in the area of Route 41 and Westleigh Road. She was also issued citations for operating an uninsured motor vehicle and having an expired registration.

Daniel B. Harrison, 22, of the 1600 block of Cabot Lane, Glenview, was arrested around 3:30 a.m. on July 21 and charged with driving under the influence of alcohol following a traffic stop in the area of Old Mill Road and Alexis Court. Police said he admitted drinking multiple cocktails at a bar prior to getting behind the wheel and getting pulled over.

A 51-year-old Chicago man was arrested at 7:15 p.m. on July 22 and charged with driving without a valid license following a traffic stop at the intersection of Sussex Lane and Deer Path Road. He was also issued a citation for using a cell phone while driving.

Oscar J. Sanchez, 22, of the 3000 block of Caryn Lane, Waukegan, was arrested at 10:30 a.m. on July 21 in the area of Sheridan Road and McCormick Drive and charged with battery after police got a call reporting that a man on a bicycle had grabbed the buttocks of a jogger on the bike path. The jogger later identified Sanchez as the offender and police arrested him.

Michael V. Kaprelian, 33, of the 700 block of Sheridan Road, Lake Bluff, was arrested around 11 p.m. on July 23 and charged with domestic battery after a Lake County Sheriff's Office police dog found him crouched in a bush in his underwear after police got a call that he had tried to choke a person while saying, "I'm going to kill you." Police were told he had recently violated probation.

A 28-year-old Waukegan man was arrested around 9:30 a.m. on July 24 and charged with driving with a suspended license following a traffic stop in the area of Waukegan and Old Mill roads.

A 40-year-old Beach Park woman was arrested around 8:30 p.m. on July 24 and charged with driving with a suspended license after police pulled her over for speeding in the Route 41 construction zone with workers present. She was also issued a ticket for driving 71 mph in a 45 mph construction zone.

A 50-year-old Waukegan man was arrested at 2:45 a.m. on July 26 and charged with driving with a suspended license following a traffic stop at the intersection of McKinley Road and Noble Avenue for an equipment violation.

Marcus Murphy, 35, of the 500 block of Caroline Place, Waukegan, was charged with obstructing police and driving with a suspended license after police arrived at a crash with injury at the intersection of Route 41 and Old Elm Road. Officers determined he rear-ended a car driven by a 39-year-old Waukegan woman who also had a suspended license.

A 42-year-old Park City woman was arrested around 11 a.m. on July 27 and charged with driving with a suspended license following a traffic stop in the area of Everett Road and Oak Knoll Drive. She was also issued a citation for operating an uninsured motor vehicle.

Brandon E. Wilson, 32, of the 2100 block of Prospect Avenue, North Chicago, was arrested around noon on July 29 at Lake Forest Hospital and charged with child endangerment after police found two young boys who appeared to be suffering from heat-related issues locked in the back seat of a car with its windows rolled up.
