Convicted Murderer On Parole Over Guns Charged With DUI: Blotter

LAKE FOREST, IL — The following information comes from the Lake Forest Police Department as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS/CITATIONS.
A 36-year-old Lake Bluff man was arrested at 10:17 p.m. on March 23 following a traffic stop at Old Elm and Valley roads and charged with driving while license suspended and ticketed for having expired registration following a traffic stop. Police saw a gray Honda with expired plates, pulled it over and found the driver's license had been suspended.

A 20-year-old Waukegan man was arrested at 10:39 p.m. on March 23 following a traffic stop at Route 41 and Old Elm Road and charged with driving while license suspended. He was also issued citations for expired registration and possession of cannabis. Police said they pulled him over in a black Chevy going 74 mph in a 55 mph zone, smelled recently smoked marijuana coming from the car and found a glass mason jar in the car with weed inside.
Andres Lopez, 18, of the 1200 block of North Western Avenue in Lake Forest, was arrested at 11 a.m. on March 25 in the 800 block of North Western Avenue after a brief foot chase and charged with retail theft, resisting arrest and possessing alcohol as a minor. Cops were called to the nearby Jewel-Osco for a report that someone had just shoplifted alcohol from the store. Officers found Lopez nearby and took him into custody after a short pursuit. While booking him they learned he had an outstanding warrant in Lake County for failure to appear in connection with an armed robbery charge.

Jermaine L. Clare, 35, of the 5500 block of South Princeton Avenue in Chicago, was arrested at 2:13 a.m. on April 1 and charged with driving under the influence of alcohol and possession of cannabis following a traffic stop at Route 41 and Westleigh Road. Police noticed him swerving across lanes headed south down Route 41 with a burst tire on the front driver's side of his car and pulled him over. Police smelled the strong smell of booze coming from the car, and Clare "confirmed he had consumed two beers." He failed field sobriety tests and was arrested. Later, he provided a breath sample indicated his blood alcohol concentration was 0.216, more than two-and-a-half times the legal limit. Police also found a "large quantity" of marijuana in the car and charged him with misdemeanor cannabis possession. According to court records, Clare is a convicted murderer currently on parole for a 2012 conviction for carrying a gun as an armed habitual criminal.
