Sexual Assault Report At Forest Park Leads To Arrest: Blotter
Lake Forest Arrest Reports: Feb. 7 - March 22

LAKE FOREST, IL — The following information comes from the Lake Forest Police Department as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS/CITATIONS.
Cyril R. Gramer, 20, of the 37600 block of Sarah Drive, Wadsworth, was arrested at 2:06 a.m. on March 9 in the 600 block of Lake Road and charged with criminal sexual abuse by use of force. A woman reported being sexually assaulted while parked in a car at Forest Park and police were called to the area of Lake Road and Spring Avenue. Her attacker was no longer in the area, and police began an investigation. They interviewed the victim, who eventually identified a possible suspect, Gramer, who was later interviewed by detectives and charged.

A 27-year-old Colorado Springs, Colorado man was arrested at 1:10 a.m. on March 11 at the intersection of Route 41 and Rockland Road and charged with driving with a suspended license and excessive speeding – driving 79 mph in a 55 mph zone. Police pulled him over for speeding in a white Ferrari and found his license had been suspended.

A 16-year-old Lake Forest boy was arrested at 11:29 p.m. on March 11 in the 100 block of June Terrace and ticketed for cannabis possession. Police had gotten a 911 call about a suspicious vehicle on the street and found a Jeep with two minors inside. Cops smelled marijuana on the 16-year-old driver, who admitted to smoking cannabis when confronted. Police found a cannabis vaporizer, a cannabis grinder and a "quantity" of cannabis in possession of the passenger, who was issued a citation.
Luis Hernandez‐Torres, 31, of the 2400 block of Sand Lake Road, Lindenhurst, was arrested at 8:25 p.m on March 12 in the 500 block of Oakwood Avenue and charged with aggravated driving under the influence of alcohol, driving while license suspended (for a previous DUI) and illegal transportation of alcohol. Someone had called 911 to report a black Ford F-150 heading northbound on Route 41 had hit the median twice. Police found the truck, pulled it over and spoke to the driver, who they said smelled of alcohol and showing signs of impairments. Based on field sobriety tests, he was arrested for DUI and continuing to drive after his license was suspended. Police said he also had open containers of beer in the center cup holder and empty cans in the back seat.
A 43-year-old Waukegan man was arrested at 7:05 p.m. on March 14 near the intersection of Western Avenue and Illinois Road and charged with driving while his license was suspended. Police had been called to the intersection by a report of a traffic crash. Cops found two cars at the scene and learned there had been an accident and the driver who was at fault was driving with a suspended license.
A 24-year-old Fort Wayne, Indiana man was arrested shortly before 1 a.m. on March 18 near the intersection of Route 41 and Gage Lane and charged with driving with a suspended license and speeding following a traffic stop.
Victor L. Leavings, 40, of the 14400 block of Kishwaukee Road, Woodstock was arrested at 4 p.m. on March 21 in the 300 block of Bluffs Edge Drive and charged with possession of a controlled substance and possession of drug paraphernalia after police were called to a report of a possible heroin overdose. Police found Leavings unresponsive at the scene and gave him Narcan before Lake Forest firefighters arrived. He was taken to the hospital. Police later found his drugs and drug paraphernalia and prosecutors approved charges.
