The forthcoming Annual Meeting on Tuesday, November 7th, 2023, has become a focal point of impassioned discussion amongst Lake Foresters. At the epicenter of this debate lies the Lake Forest Caucus and the proposed Caucus Preservation Act.

For nearly a century, the Lake Forest Caucus has served our community with diligence and dedication. Throughout these years, it has impartially and consistently identified the most suitable non-partisan volunteers for over 150 positions within the City’s Boards, Commissions, and Committees, as well as for key municipal roles. The primary aim? To ensure that Lake Forest's governance remains reflective of its citizens' best interests and functions smoothly.
Yet, recent events have highlighted vulnerabilities. At last year's meeting, an unexpected turn of events occurred. Of the approximately 500 attendees, which amounted to only 3% of all registered Lake Forest voters, 2% decided against supporting the Caucus-endorsed mayoral candidate, while 1% stood in favor. Such a deviation from tradition, influenced by a relatively small segment of voters, brings forth concerns about the undue influence of specific groups. Such groups, with concentrated interests, have the potential to overturn the extensive groundwork carried out by the Caucus Committee throughout the year.

Dispelling the Myths

There's a burgeoning sentiment among certain factions that the proposed changes might threaten Lake Forest's democratic ethos. However, it's pivotal to understand the two-tiered system of checks and balances that the Caucus embodies:

  1. Representative Selection: Every year, the community elects a 43-member body. This body is entrusted with the crucial task of identifying, vetting, and suggesting potential candidates. Ensuring diverse representation, about 12 new members are chosen annually. This mechanism isn't just procedural; it's representative governance in its truest form.
  2. A Second Layer of Accountability: The candidates recommended by the LF Caucus Committee are not automatically ushered into positions. They can be contested by any community member for elected positions. Furthermore, the final decision for roles within the City's Boards, Commissions, and Committees rests with the Mayor and is subsequently ratified by a majority vote in the City Council. This dual vetting underscores the democratic principles we uphold.
