LAKE FOREST-LAKE BLUFF — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

Michael J. Tihlarik Jr., 29, of the 3200 block of Grandview Avenue, Gurnee, pleaded not guilty Aug. 9 to charges of drunken driving and hit-and-run in connection with a July 15 incident on Route 41 south of Rockland Road. Witnesses told police he was speeding in a blue Honda Accord when he hit the median and left the road, striking an unoccupied Mercedes parked on the side of the road. He got out and told witnesses he was OK and not to call police before taking off running into Rockland Plaza, where officers found him walking on a frontage road, police reported. He was charged with driving under the influence of alcohol, driving under the influence of alcohol with a blood alcohol concentration of 0.08 or greater and leaving the scene of a crash. He was also issued a citation for failure to reduce speed to avoid an accident.

Patrick Nigel, 27, of the 2100 block of Kemble Avenue, North Chicago, was arrested around 4 a.m. Aug. 3 and charged with driving under the influence following a traffic stop on a white Toyota Camry on Route 41 at Deerpath Road. An officer reported seeing the driver break several traffic laws. During the stop, the office smelled booze and noticed the driver appeared intoxicated. Nigel said he had two beers before driving from Chicago to North Chicago and was arrested after the officer performed field sobriety tests.

Kevon L. Jones, 18, of the 1900 block of Ashland Avenue, Evanston, and two 17-year-old Evanston boys were arrested shortly after 2 p.m. Aug. 6 and charged with aggravated robbery following a report that they robbed a 13-year-old Lake Forest boy with a knife in connection with a botched drug deal. Garret C. Paffenroth, 27, of the 800 block of Knightsbridge Court, Lake Forest, was arrested around 8:30 p.m. Aug. 9 and charged with two counts of felony domestic battery after officers were called to his block of residence for a report that an intoxicated man had struck a woman in the face while she was holding a baby, grabbed her by the throat and knocked her to the ground. Officers reported Paffenroth admitted hitting the woman three times in the face with an open hand. Lake County court records show he pleaded guilty to misdemeanor domestic battery on June 29, 2017, in exchange for two years probation, and one year of periodic imprisonment, as well as a curfew and restrictions on alcohol consumption.

Luis A. Herrera, 26, of the 1600 block of Victoria Avenue, Chicago, was arrested around 9:15 p.m. Aug. 10 in the area of Western Avenue and Westleigh Road and charged with driving under the influence of alcohol and driving with a suspended license. Officers got a 911 call that the driver of a black Dodge headed north in the southbound lanes of Western Avenue had nearly struck several cars and was damaged in the front. The caller told the dispatcher the car parked in the 300 block of Western Avenue and the driver crawled from the driver's seat into the backseat. Officers reported obvious signs of drunkenness and open containers of alcohol. Herrera produced a breath sample indicating a blood alcohol concentration of 0.32 — four times the legal limit of intoxication. He was taken to Lake Forest Hospital and processed by police following his release. Herrera is also facing charges of driving with a suspended license, without insurance and illegal transportation of an open container of alcohol in connection with a June 21 arrest by the Lake County Sheriff's Office, according to court records.

Justin Ohalete Ikenna, 45, of the 1200 block of Wadsworth Avenue, North Chicago, was arrested around 1:30 p.m. Aug. 13 in the train depot at 695 Western Ave. after officers got a call about a person asleep in the men's bathroom. Police reported finding Ikenna had a pair of active arrest warrants, including on for failing to appear in court in connection with a charge of aggravated battery to a police officer.
