Felony DUI Charge For Man Found Asleep Behind Wheel: Blotters

LFHS teens found with THC vape pens, drivers face DUI charges on the Lake Forest, Lake Bluff police blotters from Nov. 20 to Dec. 10

LAKE FOREST, IL — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

LAKE FOREST

On Nov. 20, police investigated two separate incidents involving Lake Forest High School students with vape pens devices containing THC oil. A 15-year-old Lake Forest boy and a 14-year-old Lake Forest boy were referred to an administrative hearing for possession of drug paraphernalia. Police recommended parents familiarize themselves with vape pens, which may look like an ordinary object like a pen or a USB memory stick. Police said teens may not anticipate the intensified side effects or the increased risks on developing brains of the more potent form of whatever substance is being inhaled with the devices.

A 24-year-old Zion man was arrested shortly before 5 p.m on Nov. 21 and charged with driving with a suspended license and ticketed for speeding after being pulled over for driving 70 mph in a 55 zone on Route 41.

A 37-year-old Chicago man was arrested shortly before 5 p.m. on Nov. 22 and charged with driving with a suspended license, driving with suspended registration and without insurance following a traffic stop at Route 41 and Route 176 on a Lincoln with plates that had been suspended for no insurance.

A 20-year-old Lake Forest man was pulled over for an equipment violation around 10:30 p.m. on Nov. 23 in the 600 block of Edgecotte Lane. Officers smelled marijuana and searched the vehicle, finding 4 grams of cannabis as well as a pipe. He was cited for possession of cannabis and drug paraphernalia.

A 25-year-old Lake Forest man was cited for possession of cannabis and possession of drug paraphernalia around 1:30 p.m. on Nov. 24 after a community service officer noticed a car parked at Forest Park emitting the smell of burnt cannabis. Police arrived, smelled marijuana and recovered a bag of it and a pipe.

A 20-year-old Highwood man was arrested around 1:45 p.m. on Nov. 25 and charged with driving without a valid license and possession of drug paraphernalia following a traffic stop in the area of McKinley and Old Elm roads after officers witnessed him commit a traffic violation and learned he did not have a license but did have two vape pens containing cannabis.

Janise S. Kimbrough, 24, of North Chicago, was arrested around 12:45 a.m. on Nov. 28 and charged with felony DUI following a traffic stop in the area of Waukegan and Westleigh roads. Officers pulled her over for driving with no visible taillights and immediately smelled alcohol coming from the car. Police said she admitted drinking earlier in the day and also had been in court the same day in connection with a previous DUI charge. After she declined to participate in field sobriety tests, she was arrested and charged with aggravated DUI – driving with a license revoked or suspended for DUI, a felony, as well as misdemeanor driving under the influence of alcohol, driving on a suspended license and driving without insurance.

An 18-year-old Lake Bluff man was ticketed for speeding and disobeying a traffic control device and an 18-year-old Waukegan man was issued a citation for possession of drug paraphernalia following a traffic stop for speeding 57 mph in a 45 mph on southbound Waukegan Road near Everett Road. Officers smelled cannabis and noticed loose cannabis in the car on the jacket of the passenger, who was found with a small amount of marijuana and drug paraphernalia.

A 55-year-old Lake Forest man was arrested around 9:30 p.m. on Dec. 2 and charged with driving with a suspended license following a traffic stop in the 1300 block of North Western Avenue after noticing the registered owner's license was suspended.

Luis Calleja-Perez, of the 600 block of Sheridan Road, Highwood, was arrested around 2:45 p.m. on Nov. 30 and charged with felony DUI and drug possession following a report of a motorist passed out behind the wheel of a white cargo van at the intersection of westbound Deerpath and Waukegan roads. Police said the driver was still asleep at the wheel and the van smelled strongly of alcohol. Police also reported finding two open cans of beer in the vehicle. The driver showed signs of being impaired and had trouble staying awake, and police said he admitted drinking a lot before driving but declined to participate in any field sobriety tests. Calleja-Perez was arrested and subsequently charged with aggravated driving under the influence of alcohol, possession of a controlled substance, driving under the influence, driving with a suspended license and operating an uninsured motor vehicle. He also had an active Lake County arrest warrant for failure to appear in court.

A 23-year-old Beach Park man was arrested around 11:45 p.m. on Dec. 6 and charged with driving with a revoked license and operating an uninsured motor vehicle after officers responded to a traffic crash in the area of Route 41 and Route 60. He was also cited with failure to reduce speed to avoid a crash.

Napolean L. Steel, 41, of the 1500 block of Anderson Trail, Zion, was arrested around 4:30 a.m. on Dec. 8 following a traffic stop in the area of Route 41 and Deerpath Road and charged with driving under the influence of alcohol after officers noticed a van weaving and speeding and Route 41. Officers determined the driver was impaired, and he eventually produced a breath sample indicating a blood alcohol concentration above the legal limit. He was also cited for speeding 75 mph in a 55 mph zone.

Daniel A. Gomes, 18, of the 100 block of Heathrow Court, Lake Bluff, was arrested and charged with reckless driving and cited for speeding 100 mph in a 55 mph zone and possession of drug paraphernalia following a traffic stop on a sedan heading north on Route 41. Officers smelled marijuana in the vehicle and discovered a small scale and loose cannabis spilled throughout the front passenger area.

LAKE BLUFF

Alphonso Clarke, 36, of the 1800 block of Wedgewood Drive, Gurnee, was arrested around 9 a.m. on Nov. 7 at the Target, 975 Rockland Road, on active arrest warrants issued by Lake County and the Illinois Department of Corrections after initially providing police with a fake name. Lake Bluff and Lake Forest officers responded to a call that the wanted man was in the area of the Target carrying a red gas can, and he was later stopped after taking off running north of Route 176.

Isabella M. Hernandez, 19, of the 3000 block of Marshall Road, Highland Park, was arrested around 7:23 p.m. on Nov. 9 on an in-state warrant and cited for retail theft and illegal possession of cannabis after officers were called to the Target at 975 Rockland Road in Lake Bluff for a report that she had stolen a bottle of Hennessy and was found to have a small amount of marijuana in her purse and an active arrest warrant from DuPage County.
