Gang Member Who Shot Woman At Party Arrested: Sheriff's Office
A man arrested in North Chicago on Tuesday had been wanted since June on charges related to the shooting of a 38-year-old woman at a party.

WAUKEGAN, IL — A gang member accused of shooting a woman at a party in June was arrested Tuesday in North Chicago, according to the Lake County Sheriff's Office.
Rahsaan R. Carr, 42, of the 1500 block of Park Avenue in North Chicago, was being sought by police for his involvement in a June 23 incident in Zion, the sheriff's office said. Investigators believe he pulled out a handgun at a party and shot someone.
Detectives obtained a warrant for his arrest on charges of aggravated battery with a firearm, aggravated discharge of a firearm and aggravated battery within a week of the incident, according to the sheriff's office.

Sheriff's deputies searching for the wanted man on Sept. 24 found a loaded gun at his North Chicago home but did not find Carr. But the sheriff's office said investigators received information suggesting that he was still in the area.
While conducting surveillance Tuesday at another North Chicago address, deputies witnessed Carr leave a home in the 1300 block of Broadway Avenue and get into a car, according to the sheriff's office. Deputies and members of a U.S. Marshals fugitive task force took him into custody without incident.

At the time of the shooting, Zion police said a 38-year-old North Chicago woman had been shot in her lower body multiple times, the Lake County News-Sun reported.
Lake County court records indicate Carr was charged with aggravated battery in connection with a March 2012 incident in North Chicago but prosecutors dismissed the case seven months later. The sheriff's office said he has been documented as a member of a street gang.
Carr remains in custody at Lake County Jail in lieu of the $200,000 cash portion of his bond. He is due back in court on Thursday, according to the sheriff's office.
