LAKE FOREST, IL — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

A stolen vehicle whose owner was hospitalized after an apparent carjacking in Kenosha, Wisconsin, was discovered around 10:15 p.m. on Dec. 29 parked in the 200 block of Chilthern Drive. Police believe the vehicle was left there around 11:30 p.m. on Dec. 28. The case is being investigated by Kenosha police.

Cynthia L. Lozano, 29, of the 6100 block of W. 82nd Street, Burbank, was arrested around 3:30 a.m. on Dec. 13 following a traffic stop on Route 41 at Old Elm Road on a gray Jeep that patrolling officers noticed driving erratically, speeding and weaving through lanes. Police observed several open containers of alcohol and she showed signs of being drunk. She was charged with driving under the influence of alcohol, driving an uninsured motor vehicle and illegal transportation of alcohol.
A 17-year-old Kenosha boy in a yellow Mazda was pulled over around Route 41 and Deerpath Road shortly before before 10 p.m. for an equipment violation. Police said he did not have a license and smelled of marijuana. A search of the vehicle turned up cannabis in the glove box and console. The teen was charged with with no valid license and possession of cannabis, processed and released to his father.
A 35-year-old Milwaukee man was arrested around 3:21 a.m. on Dec. 23 after he was pulled over for speeding at Route 41 at Gage Lane. He was charged with driving with a suspended license and speeding 74 mph in a 55 mph zone.
A 21-year-old Park City woman was arrested shortly after 1:15 a.m. on Dec. 28 and charged with no valid license and open transportation of alcohol after officers pulled over a gray Ford Fusion speeding north on Route 41 with a broken bumper dragging along the ground.
Three 19-year-old Lake Forest men were issued administrative hearing citations for possession of cannabis and one for possession of drug paraphernalia after a resident called 911 around 7 p.m. on Dec. 29 in the 100 block of Rue Foret to report a suspicious vehicle parked near their house. Upon speaking with the teens, officers noticed the car smelled of marijuana and located a small quantity of cannabis in the vehicle.
Rasmus Kull, 22, of the 33200 block of North Greentree Road, Grayslake, was arrested around 5 p.m. on Dec. 30 after police got a 911 call about a person passed out behind the wheel of a black SUV with the engine running near the cemetery at 500 Spruce Ave. Officers knocked on the window, woke up the driver and smelled cannabis and alcohol coming from the man. He was arrested for driving under the influence of a combination of alcohol and drugs, two counts of possession of a controlled substance – for Xanax and Codeine, as well as possession of drug paraphernalia and possession of cannabis.
LAKE BLUFF
An 18-year-old Lake Bluff man was charged with unlawful consumption of alcohol after police pulled over a gray 2016 Jeep Cherokee shortly after 1 a.m. on Nov. 18 after noticing it driving slowly through the parking lot of the Carriage Park Shopping Center. The arresting officer reported the driver sped out of the parking lot after noticing the squad car. The officer said he was suspicious because all the businesses were closed and there had been recent burglaries to cell phone stores, so he pulled over the SUV in the 300 block of Rockland Road and asked its five occupants to step out. Officers discovered a bottle of Fireball Whiskey and a box of with six full cans of Natural Light beer. The driver agreed to a breath test, which showed a 0 percent blood alcohol concentration. Two 18-year-old passengers who were sitting in the trunk area of the Jeep were cited for not wearing seat belt.
Juan Delgado Pineda, 25, of the 1000 block of Victoria Avenue, North Chicago, was arrested shortly after 1:15 a.m. on Nov. 19 and charged with driving under the influence of alcohol and operating an uninsured motor vehicle after officers followed a beige 2000 Toyota Corolla headed north on Route 41 from Gage Lane. The driver smelled of alcohol and was asked to perform field sobriety tests. He showed signs of being impaired and refused to provide a breath sample. He was also issued two citations for improper lane usage.
