Trains Halted As Truck Driver On Heroin Drives On Tracks: Blotter
Driver of stolen vehicle tracked by police dog after escaping squad car; reported robbery leads to misdemeanor charges: Lake Forest Blotter

LAKE FOREST — The following information comes from Lake Forest police and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS
Josue Cadenas-Penaloza, 36, of the 400 block of 11th Street, North Chicago, was arrested around 11:30 a.m. Aug. 14 while he was the passenger in a vehicle that police pulled over in the area of Western Avenue and Ryan Place. Officers found he had an arrest warrant for failing to appear in court in connection with a charge of felony driving under the influence.
Roberto S. Alvarez, 28, of the 1200 block of Central Avenue, Highland Park, was arrested around 1:30 a.m. Aug. 16 and charged with possession of a controlled substance and driving with a suspended license following a traffic stop in the area of Sheridan Road and McCormick Drive. Officers reported they found a small portable scale, an open bottle of tequila, a glass pipe and a pill box that tested positive for an opiate. He was also ticketed for speeding 57 mph in a 35 mph zone.

Hector L. Hernandez, 45, of the 2500 block of 11th Street, Milwaukee, was arrested shortly after midnight on Aug. 16 and charged with possession of a stolen motor vehicle and driving with a revoked license after officers found him parked in a green GMC van that had been reported stolen from Wisconsin while the right turn lane of Route 60 at Ridge Road.
Francisco Hammond, 22, of the 400 block of East Chicago Avenue, Naperville, was arrested around 8 a.m. Aug. 19 and charged with driving while impaired, leaving the scene of a property damage accident and no valid driver's license by officers called to the area of Old Elm and Sheridan roads for a reported hit-and-run with a car matching the description of a car stolen earlier in the night from Highland Park. Police said Highwood police found a Subaru matching the description with recent damage and numerous open bottles of beer. Highland Park police also charged him with criminal trespassing to a vehicle in connection with the report of a car in the 2700 block of Lauretta Place.

Matthew Gudgeon, 48, of the 1500 block of Sheridan Road, Highland Park, was arrested around 7 p.m. Aug. 21 and charged with driving under the influence of alcohol and cited for illegal transportation of an open container of alcohol following a traffic stop in the area of Sheridan and Ringwood roads after officers got a complaint of a possibly intoxicated driver.
Steven Platcow, 53, of the 1100 block of Ashley Road, Lake Forest, was arrested shortly before midnight on Aug. 22 and charged with driving under the influence of alcohol after an officer on patrol reported finding him parked in the road, asleep behind the wheel of a 2014 Volkswagen convertible and smelling strongly of booze.
Miguel A. Lara, 30, of the 2500 block of 20th Street, Zion, was arrested around 2:30 a.m. Aug. 24 and charged with driving under the influence of alcohol and driving with a revoked license after police were called to a report of a car on fire in the area of Route 60 and Conway Farms Drive. Police reported Lara admitted having several alcoholic beverages before his car caught fire on the way to Vernon Hill.
Jorge Castrejon-Rojas, 39, of the 600 block of West Washington Avenue, Lake Bluff, was arrested around 9:30 p.m. Aug. 24 and charged with obstructing identification and driving with a suspended license following a traffic stop in the 300 block of Westleigh Road. He was also issued a citation for illegal transportation of an open container of alcohol after police reported he lied to officers about his identity after they pulled him over for an equipment violation.
Sean T. Murphy, 57, of the 1400 block of Heritage Court, Lake Forest, was arrested around 2 a.m. Aug. 25 and charged with driving under the influence of alcohol, carrying a concealed firearm while under the influence of alcohol and issued a citation for illegal transportation of an open container of alcohol following a traffic stop in the are of Waukegan and Melody roads. Police reported they found a gun after pulling him over in a gray pickup driving erratically and he admitted he had been drinking at a local bar.
Deloc L. Franklin, 20, of the 19400 block of West Krueger Court, Mundelein, was arrested around 4 p.m. Aug. 27 in the 200 East Westminster Avenue and charged with misdemeanor theft and criminal damage to property. Police they got a call of a burglary at a business at Westminster Avenue and Bank Lane where someone grabbed money from a cash register while another person fought with the business owner. After Lake Bluff police pulled over two people, prosecutors did not approve any felony charges. The other person with Franklin in the car pulled over by police was released without charges.
Isiah D. Langley, 22, of the 2800 block of Menlo Avenue, Los Angeles, was arrested around 3:30 p.m. Sept. 1 in the area of Valley and Old Elm roads following a traffic stop. Officers reported finding he was driving with a revoked license and had a warrant issued by authorities in California in connection with a robbery charge.
Ryan T. Berg, 22, of the 100 block of Golf Road, Golf, was arrested around 9:30 p.m. and charged with driving under the influence of alcohol after police investigated a one-car crash at the intersection of Route 41 and Route 60. Officers reported Berg admitted drinking at a local bar before crashing into a median and a a light pole and leaving the road.
Richard K. Smith, 68, of the first block of Red Tail Drive, Highland Ranch, Colorado, was arrested around 9 p.m. Sept. 5 and charged with driving under the influence of alcohol following a traffic stop in the area of Deerpath Road and Ahwahnee Lane. Officer reported he was driving 13 mph under the speed limit in an erratic manner and showed signs of intoxication during field sobriety tests.
Corbin Neville, 25, of the 1700 block of Paddock Lane, Lake Forest, was arrested around 9:30 p.m. Sept. 11 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater following a traffic stop in the area of Oakwood and Westminster avenues. He was also issued citations for illegal transportation of an open container of alcohol and possession of drug paraphernalia. Police reported smelling alcohol and noticing signs Neville was intoxicated after pulling him over for an equipment violation and conducting a breath test that indicated his blood alcohol concentration was more than twice the legal limit.
Pedro Sanchez-Martinez, 58, of the 1700 block of Victoria Avenue, North Chicago, was arrested around 7:45 p.m. Sept. 18 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater after police found him stopped off the side of the road at the intersection of Route 60 and Ridge Road. Officers reported a portable breath test indicated his blood alcohol concentration was more than three times the legal limit. He was also issued a citation for illegal transportation of an open container of alcohol.
Brandon J. Petterec, 23, of the 1500 block of Argonne Drive, North Chicago, was arrested around 4:15 p.m. Sept. 19 and charged with possession of a stolen motor vehicle, resisting police and driving with a suspended license. Police reported he managed to escape from a squad car and run towards a residential area after police pulled over a speeding Pontiac Grand Prix that had been reported stolen. A police dog found Petterec hiding in a nearby marshy, wooded area.
Jim L. Calaway, 50, of the 400 block of Buena Road, Lake Forest, was arrested around 1 a.m. Sept. 21 and charged with driving under the influence of alcohol following a traffic stop in the area of Western Avenue and Westleigh Road. He was also ticketed for speeding more than 35 mph above the posted limit.
Giovanni Pena, 39, of the 9100 block of Fontainebleu Boulevard, Miami, was arrested around 7:30 p.m. Sept. 21 and charged with driving under the influence of alcohol following a traffic stop on Route 41. He was also issued citations for aggravated speeding in a construction zone and illegal transportation of an open container of alcohol.
Darius C. Melton, 23, of the 7100 block of South Woodlawn Avenue, Chicago, was arrested around 12:45 p.m. Sept. 30 on an arrest warrant issued by authorities in Rockford in connection with a charge of possession of a stolen firearm. Officers reported finding out he was wanted while investigating a traffic crash at Route 41 and Old Elm Road where he was one of the drivers.
Jose L. Villegas, 29, of the 1400 block of Jackson Street, Waukegan, was arrested around 3 a.m. Oct. 13 and charged with aggravated driving under the influence of alcohol, misdemeanor DUI, DUI with a breath alcohol concentration of 0.08 or greater, and driving with a suspended license following a traffic stop in the area of McKinley and Sheridan roads. His charge was upgraded to a felony because his license was suspended from an August DUI arrest in Zion.
Vincent J. Puccio, 59, of the 1200 block of Conway Road, Lake Forest, was arrested around 8 a.m. Oct. 16 and charged with criminal damage to property, possession of ammunition without a firearm owners identification card following an investigation into a report of criminal damage. He was also issued a citation for having a driver's license expired for more than a year.
Edmundo Calvo-Gomez, 41, of the 500 block of Smith Avenue, Lake Bluff, was arrested around 5 p.m. Oct. 18 and charged with aggravated driving under the influence of alcohol, aggravated driving with a suspended license. He was also issued citations for illegal transportation of an open container of alcohol and running a stop sign following a traffic stop in the area of Sheridan and Moffett roads. Police reported charge was upgraded to a felony due to prior DUI convictions.
George Drowne, 52, of the 500 block of Lincoln Avenue, Lake Bluff, was arrested around 3:30 a.m. Oct. 26 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater following a traffic stop in the area of Green Bay and Woodland roads. Officers reported smelling alcohol and recording a breath sample indicating his breath alcohol concentration was nearly twice the legal limit. Drowne was also issued a citation for illegal transportation of an open container of alcohol.
Vladimir T. Shalnev, 31, of the 1100 block of South Harrison Avenue in Sedalia, Missouri, was arrested around 3 a.m. Nov. 1 in the area of Western and Westminster avenues after police got multiple calls about a box truck driving north along railroad tracks. Police contacted Metra immediately to halt all oncoming trains and soon found the truck stopped on the tracks near the Jewel-Osco. Officers reported Shalnev told them he was high on heroin and in possession of drug paraphernalia. He was charged with driving under the influence of drugs, possession of drug paraphernalia and trespassing on railroad property.
Angel Dominguez, 22, of the 1500 block of Lucia Avenue, Waukegan, was arrested around 2:30 a.m. Nov. 2 and charged with driving under the influence of alcohol following a traffic stop in the area of Route 41 and Old Elm Road after officers got a complaint about an erratic driver and found him asleep behind the wheel of a running vehicle, smelling of alcohol and acting intoxicated. He was also ticketed for impeding traffic.
Paige P. Han, 41, of the 1100 block of Streamwood Lane, Vernon Hills, was arrested around 1:30 a.m. Nov. 3 in the area of Route 60 and Field Drive and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater. Officers reported they found a travel sized bottle of mouthwash and what appeared to be vomit on the driver's shoes after pulling over a driver that had run a stop light and was driving erratically. Police said the driver produced a breath sample indicating she was above the legal limit for intoxication and issued her citations for improper lane usage and disregarding a traffic control signal.
