Sex Assault; Several Arrested For DUI: Lake Co. Blotter

LAKE COUNTY, IL — The following information comes from the Lake County Sheriff's Office as a record of police activity, including incidents reported by the public and those arrested by police. Criminal charges represent accusations by the state and are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court.

Every person arrested is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

• Jose A. Leon, III, 46, of the 2600 block of W. Glen Flora Avenue in Waukegan, was arrested on Sept. 14 in the 500 block of Inverrary Lane in unincorporated Deerfield and charged with DUI-alcohol and leaving the scene of an accident. A $3,000 recognizance bond was issued, and he is next expected back in court on Oct. 28.
• Deloris Hall, 56, of the 1400 block of Lincoln Street in North Chicago, was arrested at Green Bay Road and Wadsworth Road in Beach Park on Sept. 14 and charged with DUI-alcohol and illegal transportation of alcohol. A $3,000 recognizance bond was issued, and Hall is next expected in court on Oct. 28.
• Kermit C. Foster, 51, of the 1600 block of Candlestick Lane in Waukegan, was arrested at Green Bay Road and Wadsworth Road in Beach Park, on Sept. 14. Foster was charged with driving while license suspended and illegal transportation of alcohol. A $1,500 recognizance bond was issued.
• Clinton P. Gwynne, 28, of the 400 block of Brierhill Drive in Round Lake, was arrested on a warrant for resisting a peace officer on Sept. 14. Bond for Gwynne was set at $50,000, and he is next expected in court on Oct. 6.
• Kyle F. Kennedy, 51, of the 0 to 100 block of Renaissance Place in Palatine, was arrested on a warrant for traffic offenses at Route 12 and Deer Park Boulevard in Deer Park on Sept. 15. Kennedy's bond was set at $5,000.
• Bobby R. Jones, 57, of the 2300 block of Carnation Drive in Crest Hill, was arrested on Sept. 15 on a warrant out of Will County for aggravated domestic battery, domestic battery and violation of bail bond. Jones' bond was set at $150,000.
• Robert G. Rowe, Sr., 52, of the 100 block of E. Clrendon Drive in Round Lake Beach, was arrested in the 18900 block of W. Washington Street in Third Lake on Sept. 16 and charged with aggravated assault. A $1,500 recognizance bond was issued and Rowe is next expected in court on Oct. 7.
• James J. Krotky, 42, of the 500 block of Fox Ridge Drive in Fox Lake, was arrested on Sept. 17 in the 22100 block of N. Morton Drive in unincorporated Lake Villa and charged with criminal trespass to land. A $1,500 recognizance bond was issued, and Krotky is next expected in court on Oct. 15.
• Alyssa Retana, 30, of the 40000 block of Hidden Bunker Court in unincorporated Antioch, was arrested on Sept. 17 in the 40000 block of Hidden Bunker Court and charged with domestic battery and resisting a peace officer. Her bond was set at $10,000.
• Erick T. Frydrych, 50, of the 34500 block of N. Wilson Road in Ingleside, was arrested on Sept. 18 on a warrant out of McHenry County for violation of an order of protection.

• Daniel J. Winkles, 27, of the 36400 block of Fairfield Road in Ingleside, was arrested in the 0 to 100 block of Lake Front Drive in unincorporated Zion on Sept. 18. Bond was set at $30,000 for Winkles.
• Nicholas Milas, 45, of the 34900 block of N. Rock Island in Ingleside, was arrested on Sept. 19 and charged with battery. A $1,500 recognizance bond was issued.
• Loyale S.J. Ivory, 41, of the 33500 block of N. Oakland Drive in unincorporated Grayslake, was arrested on Sept. 19 in the 33500 block of N. Oakland Drive, and charged with aggravated unlawful use of a weapon by a felon, unlawful use of a weapon, aggravated unlawful restraint, domestic battery and unlawful possession of marijuana. Bond was set at $50,000 and Ivory is next expected in court on Sept. 29.
• Diego A. Blandon Martinez, 22, of the 2700 block of Butrick St. in Waukegan, was arrested in the 12900 block of W. Major Avenue in Beach Park on Sept. 19 and charged with DUI-alcohol. A $3,000 recognizance bond was issued, and Martinez is next expected in court on Nov. 4.
• Aaron L. Rosales, 18, of the 300 block of Prairie Avenue in Highwood, was arrested on Sept. 19 in the 12900 block of W. Major Avenue in Beach Park. A $1,500 recognizance bond was issued, and Rosales is next expected in court on Sept. 29.
• Cesar E. Osorio Caballero, 28, of the 800 block of Zimmerman Road in Woodstock, was arrested at Wadsworth Road and Lewis Avenue in Beach Park on Sept. 19 and was charged with aggravated DUI, aggravated driving while license revoked, criminal damage to property and no insurance. Bond was set at $20,000, and Osorio Caballero is next expected in court on Sept. 28.
• Andres Leyva, 29, of 200 block of Windjammer Lane in Third Lake, was arrested on Sept. 19 and charged with aggravated criminal sexual assault and criminal sexual assault. Bond was set at $300,000, and Leyva is next expected in court on Oct. 14.
• Arturo Perez, 47, of the 7100 block of Route 83 in Long Grove, was arrested on Route 60/Route 83 and Maple Avenue in unincorporated Mundelein on Sept. 20 and charged with DUI-alcohol, driving while license suspended and illegal transportation of alcohol. A $3,000 recognizance bond was issued, and Perez is next expected in court on Oct. 28.
• Joseph Lichon, 27, of the 0 to 100 block of N. Lake Ave. in Third Lake, was arrested on Sept. 20 in the 18500 block of W. Old Gages Lake Road in unincorporated Grayslake and charged with domestic battery. Lichon's bond was set at $5,000, and he is next expected in court on Sept. 28.
• Yesenia Hernandez, 40, of Beach Park, was arrested on Sept. 20 in Beach Park and charged with domestic battery. Hernandez's bond was set at $5,000, and she is next expected in court on Sept. 25.
• Julie A. Branham, 49, of the 4300 block of Route 22 in Long Grove, was arrested on Sept. 20 at N. Krueger Road and Thimbleweed Trail in Long Grove. Branham was charged with aggravated speeding for going 66 mph in a 30 mph zone. A $1,500 recognizance bond was issued.
