who pays for Brainerd

a new perspective on this $ 11.5 million project to gut the old building and construct a new interior for a building we as Libertyville residents would not own.  If younger residents are now showing a favorable response to moving forward with a yes vote, are they willing to help pay for it!!!!!
As a property tax increase will be levied on property owners are these "younger" persons property owners?
If not are they still allowed to vote?
Is there a way they can  chip in a few thousand as well?

Just sayin'
( if,,,,,there is a real need for this which has so far not been identified, then let us spend the money to work with facilities we already own NOT hand $11.5 M to someone else!
