3 Charged With DUI Over Easter Weekend: Northbrook Crimes
Northbrook Police Blotter: March 30 - April 5

NORTHBROOK, IL — The following information comes from the Northbrook Police Department as a record of incidents reported to the police and those arrested on criminal charges, which merely represent accusations by the state and are often dropped or reduced. Just because someone is arrested does not mean they are necessarily guilty of anything.
INCIDENTS
POSSIBLE SCAM ATTEMPT
A resident of the Court of Hidden Bay reported on the morning of March 30 that they had received a telephone call from someone purporting to be from the "American Police Alliance." The resident did not provide any information but was concerned they "may have been scammed."

HOME BURGLARY
A resident of the 4000 block of Pamela Lane reported around 10:30 p.m. on March 30 that they had returned home to find someone had broken a window in the back of the home and seemingly gotten inside. It was not immediately know what may have been taken.
IDENTITY THEFT
A resident of the 3100 block of Plum Island Drive reported on the afternoon of March 31 that someone had opened up two unauthorized accounts using their name.

HOME BURGLARY
A resident of the 4000 block of Sunset Lanes reported shortly after 11 p.m. on March 31 that they had returned home to find someone appeared to have forced an interior door to the home. Someone had rummaged through the home but it was not immediately known if anything was stolen.
POSSIBLE THEFT
A resident of the 1200 block of Rudolph Drive reported buying something on Ebay. They were notified that it had been delivered, but it was "not present" when they arrived to pick it up at an unspecified location. It was possibly taken between March 27 to April 2.
CREDIT CARD FRAUD
A Royal Drive resident reported on the morning of April 2 that someone had made two unauthorized charges on their credit card account.
BURGLARY
A resident of the 1700 block of Ellendale Drive reported on the afternoon of April 2 that someone had stolen about $3,000 in tools from their property while doing construction work.
BURGLARY ATTEMPT
A resident of the 4000 block of Sunset Lane reported at 7:39 p.m. on April 2 that someone appeared to have tried to break in through their back door, but it was not believed that they had gotten in.
HOME BURGLARY
A resident of the 1100 block of White Mountain Drive reported returning home on the afternoon of April 3 and finding several open windows and an unlocked patio door. Jewelry was reported stolen.
DECEPTIVE PRACTICE
A person at a business in the 1800 block of Holste Road reported on the afternoon of April 3 that they had been contacted by their back regarding a fraudulent check that had been issued. The account was closed and three more attempts were made but no loss was reported.
CREDIT CARD FRAUD
A person at a business in the 300 block of Melvin Drive reported on the evening of April 5 that they had been alerted by their bank processing center about four fraudulent transactions that had occurred totaling about $9,200.
ARRESTS/CITATIONS
Zakaria Laamrani, 34, of the 0-100 block of Wheeling Avenue in Wheeling, was arrested around 4 p.m. on March 30 and charged with retail theft after police were told he stole two pairs of shorts from the Saks Off Fifth at Village Square in the 100 block of Skokie Boulevard.
A 21-year-old Northbrook man arrested around 1 a.m. on March 31 and charged with driving on a suspended license after police noticed him driving without a taillight and pulled over near the intersection of Dundee and Shermer roads.
A 30-year-old Chicago man was arrested around 10 p.m. on March 31 and charged with driving on a suspended license after police noticed his taillights were out and pulled him over near the intersection of Dundee and Shermer roads.
Nurgeldi Rahmanov, 29, of the 2700 block of Summerdale Avenue in Chicago, was arrested at 4:37 a.m. on March 31 near the intersection of Dundee and Midway roads and charged with driving under the influence of alcohol, and with a blood alcohol concentration above 0.08. He was also ticketed for speeding and improper lane use after an officer on routine patrol noticed him commit "several" traffic violations and determined he was drunk.
Fernando Montesino-Rojas, 36, of the 200 block of 8th Street in Wheeling, was arrested shortly before 10 p.m. on April 1 following a traffic stop at the intersection of Dundee and Sanders road and charged with driving under the influence, driving under the influence with a blood alcohol concentration above 0.08, driving while license revoked – making DUI a felony under Illinois law, although Montesino-Rojas appears to have been only charged with misdemeanors. He was also ticketed for improper lane usage, and illegal transportation of alcohol. An officer on patrol noticed a vehicle "in traffic" commit several violations and determined Montesino-Rojas was drunk.
Gregory H. McQuillan, 51, of the 300 block of Bingham Circle in Mundelein, was arrested at 3:10 p.m. on April 2 in the 600 block of Waukegan Road and charged with driving under the influence and driving under the influence with a blood alcohol concentration above 0.08. He was also ticketed for distracted driving, "ear buds," improper lane use.
Cassandra Carr, 46, of the 1000 block of Cypress Lane in Joliet, was arrested around 7:30 p.m. after staff of the Homegoods in the 800 block of Willow Roads said she had been seen stealing various items from the store. She initially left but was pulled over at Walters Avenue and Waukegan Road. Police learned she also had an outstanding Will County arrest warrant connected to a felony indictment for allegedly stealing more than $300 in merchandise with previous convictions.
A 22-year-old Freeport woman was arrested at 4:17 a.m. on April 5 near the intersection of Willow and Waukegan roads and charged with driving without a valid license. Police noticed her commit a traffic offense, pulled her over and found she did not have a valid license and also had an outstanding DuPage County arrest warrant for failure to appear in court regarding a February 2018 prostitution charge.
