Northbrook Police Blotter: July 8 - July 27

NORTHBROOK, IL — The following information comes from the Northbrook Police Department as a record of incidents reported to the police and a list of those arrested. Criminal charges are often dropped or reduced and represent merely accusations by the state. An arrest is not an indicator of guilt, and all persons named are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

John K. Konstantinov, 39, of the 8100 block of West Dempster in Niles, was arrested July 7 at 2:51 p.m. at the Whole Foods in the 800 block of Willow Road and charged with retail theft. Police said he exited the store with a cart containing $684.16 worth of alcohol without paying for it. He was found in the store's parking lot with the cart and said he was looking for his mother and planned to return to the store to pay for the merchandise. He was brought back to the store and taken to its loss prevention office where he was identified and released on bond.

DUI

Brandton T. B. Dao, 24, of the 3300 block of Bavarian Lane in Rockford, was arrested near the intersection of Willow and Shermer on July 8 at 1:19 a.m. His black 2003 Honda Accord had been stopped for speeding and determined to be driving under the influence. He was charged with DUI with more than 0.08 blood alcohol content, illegal transportaation of alcohol and cited for speeding.

NO LICENSE

A 28-year-old Wheeling man was arrested July 9 at 2:58 a.m. near the intersection of Dundee and Edens. He was charged with aggravated driving with a suspended or revoked license.

DUI

Roberto Martinez, 21, of the 4100 block of North Richmond in Chicago, was arrested shortly before 3 a.m. on July 9 after police pulled over a Chevy Trailblazer near the intersection of Dundee and Waukegan. Martinez, its driver, was charged with driving under the influence of alcohol and cited for improper lane usage and operation of a vehicle with no insurance.

RETAIL THEFT

Ronald Dillard, 44, of the 3000 block of East 133rd Street in Chicago, was arrested July 10 at 1:10 p.m. at a CVS store in the 900 block of Willow. Store security was alerted when an anti-theft sensor went off at the door and a man fled the store into a gray Dodge Charger with Michigan plates. An emergency alert was dispatched to area police and Glenview police subsequently stopped the car near East Lake and Waukegan. Dillard was identified as the shoplifter and taken into custody. $2,543 worth of razors and various over-the-counter medications were found in his possession.

REVOKED LICENSE

A 23-year-old Arlington Heights man was pulled over for improper registration lighting and an obstructed windshield. He was found to have a revoked license and arrested. He was also cited for no insurance and the lighting and windshield violations.

INDECENT EXPOSURE

Jose E. Gonzalez-Delgado, 28, of the 1200 block of Westmoreland in Waukegan, was charged July 20 with indecent exposure to a minor back in December of 2016. At the time, police said a man exposed himself to a child near Wood Oaks Junior High.

IDENTITY THEFT

Alice Chandler, 60, of the 6700 block of South Bishop in Chicago, was arrested July 15 at 2:43 p.m. at the Nordstrom Rack store in the 100 block of Skokie Boulevard. She attempted to purchase about $1,900 worth of merchandise using the name and personal information of a Nordstrom credit card holder. But while the transaction was being processed, an employee confirmed with the actual cardholder that she was not in the store at the time and had not authorized anyone to use her personal information. Chandler was taken into custody and processed. Police said she explained she had bought a fake driver's license and a credit card with her picture on it. She was also found to have a bond forfeiture warrant out of Indiana.

SUSPENDED LICENSE

A 29-year-old Waukegan man was arrested July 17 at 7:07 a.m. in the 600 block of Skokie Boulevard after police pulled over a gray 2017 Chevrolet sedan for speeding and found the driver had a suspended license.

RETAIL THEFT

Griffin Condon, 31, of the 1200 block of Forest Avenue in Highland Park, was arrested July 17 at 8:46 p.m. at the Saks Off Fifth store in the 100 bock of Skokie Boulevard. He walked into the store, put on a $24 belt from the men's department and then walked out. He was stopped by security and issued a local ordinance citation.

WARRANT

Olegario Reyes Martinez, 25, of the 5100 block of West Addison in Chicago, was arrested July 18 at 11:34 p.m. after police found a bond forfeiture warrant for his arrest issued by DuPage County while he was at the Northbrook Police Department for questioning with regard to another matter.

SUSPENDED LICENSE

A 25-year-old Skokie man was stopped for a moving violation near the intersection of Willow and Founders on July 18 at 10:16 p.m. Police learned he had a suspended license and took him into custody.

WARRANT

Brandon Cox, 26, of the 1700 block of Henley Street in Glenview, was arrested on July 19 at 9:45 p.m. in the 4100 block of Dundee. Police responded to a report of a suspicious vehicle in the rear of a business area and noticed Cox leaving the area of the vehicle. He gave officers a false name, but eventually admitted he had a warrant. He was taken into custody for a Cook County aggravated DUI warrant.

DUI

Thomas D. Hancko, 41, of the 200 block of Nottingham Avenue in Glenview, was arrested near the intersection of Waukegan Road and Three Lakes on July 22 at 9:29 p.m. Police said they saw a vehicle on Waukegan commit a series of traffic violations and pulled it over. As they spoke to its driver, they determined he appeared to be under the influence of alcohol and arrested him.

RETAIL THEFT

Two Chicago men, aged 25 and 35, were cited with local ordinance violations after police were called to the Goodwill on the 4100 block of Dundee Road regarding the two men, who were being detained by store security after they were witnessed removing price tags on some merchandise and placing lower priced tags on higher priced items. The items were valued at $7.

DUI

Richard D. Williams, 44, of the 2200 block of Farnsworth Lane, was arrested in the 1200 block of Shermer on July 26 at 6:08 p.m. Police had responded to the area for a report of a property damage accident. After speaking with Williams, officers believed he was under the influence of alcohol.

Williams was arrested for driving under the influence of alcohol and cited for various traffic offenses.


INCIDENTS

CRIMINAL DAMAGE

Someone set off fireworks inside the mailbox in the 500 block of Banyan between 6 p.m. and 10:30 p.m. on July 7, doing an estimated $150 worth of damage to the property.

VANDALISM

On July 8 at 11:34 a.m., a resident in the 2000 block of Oak reported someone discharged a fire extinguisher in a vehicle that had been parked in a driveway.

SUSPICIOUS PERSONS

A resident of the 800 block of Bittersweet reported on July 10 at 6:37 a.m. that three men in a white Dodge SUV pulled up to the driveway and asked if a car parked in the driveway was for sale. The resident told them it was not for sale. One of the men in the SUV asked the resident to take down his contact info in case he ever decided to sell it in the future. But he told the resident he did not have a pen and asked to enter the residence but was denied. The men then left the scene.

CRIMINAL DAMAGE

Someone cut or ripped an American flag hanging from a front porch in the 1700 block of Happ. It had been cut or torn in such a way that most of it was still on the flag pole but it cannot be used again. Parts of the flag were found nearby on the morning of July 11.

THEFT

On July 14 at 6:52 p.m. A caller reported receiving a call about a fraudulent purchase on a credit card at another location after eating at a restaurant in the 700 block of Skokie Boulevard. The caller spoke to the business about possible surveillance video and was told a police report was necessary to obtain it.

BANK ROBBERY

Dispatch received an alarm from the Fifth Third Bank in the 200 block of Skokie Boulevard shortly before 2 p.m. on July 15. The alarm company saw a man enter the bank and brandish a handgun on interior surveillance cameras. The man was described as a 5 feet, 6 inches tall, wearing all black clothing, black mask, a black baseball hat and covering his mouth and nose. The scene was processed for evidence.

STOLEN GUN

A resident in the 3700 block of Torrey Pines reported at 3:51 p.m. on July 15 that a handgun worth $800 was stolen out of the glove box of a vehicle. The gun was later recovered from a stolen car in Lake Forest.

IDENTITY THEFT

A resident in the 2100 block of Royal Ridge reported on the morning of July 17 that someone used personal information to obtain credit cards but did not request a follow up investigation.

RESIDENTIAL BURGLARY

A resident of the 1800 block of Thornwood reported that they returned home after two days away on July 17 and found items in their garage that did not belong to them, as well as other bags containing items from inside the house. They found various rooms ransacked and jewelry had been stolen. Pry marks were discovered on a door leading to the residence, suggesting forced entry to the home.

FOUND PROPERTY

On July 17 at 9:11 p.m., someone found a lost watch in the parking lot of the Mariano's grocery store in the 700 block of Skokie Boulevard and turned it over to police.

SUSPICIOUS CIRCUMSTANCES

A resident of the 600 block of Dunsten reported at 7:33 a.m. on July 18 that someone had moved a small piece of fencing by a gate into his yard.

TRESPASS/BURGLARY TO (UNLOCKED) VEHICLE

Four cars were reported burglarized in the below locations on the morning of July 18, nothing other than coins and a multi-tool was reported missing.

  • 1600 block of Dundee Road
  • 1600 block of Dundee Road
  • 2000 block Big Oak Lane

SUSPICIOUS CIRCUMSTANCE

A resident in the 100 block of the Court of North Corner reported on July 18 at 3:30 p.m. that someone had sent a letter from Portugal claiming to have inherited a multi-million dollar sum of money as a result of the death of a relative. However, the name of the alleged dead person was not a relative of the resident's.

BURGLARY TO AUTO

A resident in the 1900 block of Redwood reported on July 19 at 6:59 p.m. that someone entered an unlocked vehicle and removed some change.

CRIMINAL DAMAGE

A caller reported on July 21 at 8:12 a.m. that someone had broken a window overnight on the east side Greenbriar School in the 1200 block of Greenbriar with an unknown object. There was no apparent entry into the school.

SUSPICIOUS PHONE CALL

A resident in the 2500 block of Mayapple reported on July 21 at 9:44 a.m. that they had received a call from a person purporting to be grandchild. The caller hung up as soon as the resident became suspicious and asked who was calling.

SUSPICIOUS PHONE CALL

A resident of the 2000 block of Shermer reported on July 21 at 10:31 a.m. that they had received a cal from a person purporting to be with the IRS and demanding money while threatening arrest.

SUSPICIOUS CIRCUMSTANCE

On July 21 at 11:28 a.m., a resident of the 2500 block of Shannon reported putting an ad on Craigslist for tires. The resident then received a text message from someone claiming to be interested in the tires but was "out of town". The person sending the messages said they would send a check with extra money to pay the movers who would pick up tires once they got there. The resident received a USPS envelope in the mail with a check for about $2,400 from an unfamiliar bank. At this point, the resident recognized it as a scam and called police.

SUSPICIOUS PHONE CALL

A resident in the 800 block of Juniper reported receiving a call from someone claiming to be from the IRS around 11:41 a.m. on July 21. The resident was aware it was a scam and request a report for documentation.

RESIDENTIAL BURGLARY

A resident of the 2200 block of Valencia reported that when she came home and pulled into the garage on July 26, shortly after 4 p.m., an unknown vehicle pulled into the driveway behind her. A man appearing to be in his 40’s came into her garage and claimed he was there to fix her roof. The man was friendly and convincing in the garage and then followed the complainant into the house. The man then began talking about church to her until the resident told him she was not interested in a conversation and asked him to leave, which he did. The following day, the resident found that a jewelry box had been opened and everything emptied out of it.

RETAIL THEFT

Four men or boys entered the Neiman Marcus in the 1500 block of Lake Cook Road around 12:15 p.m. on July 27, began looking at displays, removed two backpacks and one leather belt and left the store without paying.
