Fugitive Residential Burglary Crew Suspects Escaped ICE

Three men allegedly behind a string of north suburban home burglaries skipped town to avoid possible prison time and deportation.

NORTHBROOK, IL — Three men arrested in Northbrook in January in connection with a string of home burglaries remain at large after failing to to appear for their scheduled court appearances. The trio of fugitives was facing felony residential burglary charges, and federal immigration authorities sought "detainers" to keep the men in custody for possible deportation.

The last known addresses of all three men are on the northwest side of Chicago. Piotr Davidoff, 50, of the 2200 block of North Central Park Avenue, Edmond Jablonska, 61, of the 3100 block of North Kilpatrick, and Ryszaro Kowalski, of the 4800 block of West Byron Street, were all arrested Jan. 27 after detectives from other jurisdictions followed them into Northbrook and witnessed them steal from a home on the 4500 block of Lindenwood, police said.

The men were placed under electronic monitoring at home and were awaiting trial on $250,000 bond. On Jan. 30, the three ditched off their ankle bracelets. A warrant was issued the same day, according to a spokesperson for the Cook County sheriff's office.

In addition to residential burglary, the men now each face charges of felony escape. Investigators believe Jablonska and Davidoff may have already left the country, and Kowalski is believed to have fled the Chicago area, the sheriff's spokesperson said.

Following their arrest, Northbrook Police Investigation Cmdr. Mike O'Malley told the Northbrook Star investigators from Burr Ridge and Downers Grove did a phenomenal job catching the crew, which he believed was responsible for a series of burglaries in the village and perhaps other jurisdictions. He advised that residents be on the lookout for unusual vehicles around town, noting this particular alleged burglary crew was driving a rental car.

U.S. Immigration and Customs Enforcement said it is researching the men's background but did not provide any further details on the matter four days later.

All three men told Cook County authorities they were U.S. citizens, according to a spokesperson for the sheriff's office. Kowalski and Davidoff both said they were born in the U.S., while Jablonska said he was born in Poland and is also U.S. citizen.

Cook County does not honor ICE civil administrative warrants, also known as "detainers". ICE does not issue such warrants for U.S. citizens and cannot deport U.S. citizens, although lawful permanent residents can have their legal status revoked.
