Reckless Homicide: Man Charged In April Crash That Killed 2
The New York City man is also accused of two counts of leaving the scene of a fatal crash on I-94 near Half Day Road in Northbrook.

NORTHBROOK, IL — A New York City man is accused of reckless homicide and leaving the scene of a fatal crash in connection with an April accident that killed two people on Interstate 94 near Half Day Road. Josue A. Noboa, 22, was arrested Monday following an investigation by the Illinois State Police, with assistance from the Northbrook Police Department.
Noboa is charged with two counts on each charge. His bail was set at $1 million, and he remains in custody at the Lake County Sheriff's Adult Corrections Facility.
According to police, state troopers responded to the scene of a three-car crash at around 10:26 a.m. April 21 at I-94 eastbound (milepost 22) near Half Day Road. The crash involved two commercial motor vehicles and a 2019 Jeep Grand Cherokee. Christopher A. Lopez, 30, of the Bronx, New York, was traveling eastbound at a high rate of speed in the Jeep Grand Cherokee when he sideswiped a car, lost control and struck a second vehicle, according to police. Lopez and a front-seat passenger, Roberta S. Harris, 29, of Chicago, died from injuries sustained in the crash.

A subsequent investigation found that Lopez and Noboa were possibly drag racing prior to the crash, according to police, and a warrant for Noboa's arrest was issued.
Illinois State Police say the investigation is open and ongoing.
