Thief Steals Handicap Placard From Unlocked Car: Northbrook PD Blotter
The incident occurred Monday in the 700 block of Skokie Boulevard, according to police.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS
SUSPENDED REGISTRATION
Victor J. Tarazona Galea, of Chicago, is accused of having a suspended registration, operation of an uninsured motor vehicle, and was arrested at 8:59 p.m. Aug. 23, at Dundee Road and Cotswold Way. A court date of Oct. 8 was assigned.

SUSPENDED/REVOKED DRIVER'S LICENSE
- Adrian R. Cornelius, Jr., of Chicago, is accused of having an expired registration, driving while license suspended, operating an uninsured motor vehicle, and was arrested at 9:37 p.m. Aug. 23, in the 1100 block of Lake Cook Road. A court date of Oct. 8 was assigned.
- Edward T. Cohn, of Northbrook, is accused of having a suspended driver's license, illegal use of an electronic communication device, and was arrested at 3:51 p.m. Aug. 26, in the 2300 block of Cherry Lane. A court date of Oct. 8 was assigned.

Ularbek Turdubekov, of Elk Grove Village, had a warrant out of Elk Grove Village, and was arrested at 12:36 a.m. Aug. 26, at Shermer and Willow roads. The car Turdubekov was driving got flagged by the license plate recognition cameras on Shermer Road. Turdubekov was turned over to Elk Grove police.
NO VALID DRIVER'S LICENSE
Faud Mizonmondov, of Rockford, is accused of improper use of registration, no valid driver's license, operation of an uninsured motor vehicle, and was arrested at 7:55 p.m. Aug. 26, at Dundee Road and Western Avenue. A court date of Sept. 20 was assigned
RETAIL THEFTDaniel F. Sime, of Glenview, is accused of retail theft, and was arrested at 4:36 p.m. Aug. 29, at Whole Foods, 840 Willow Road. The loss prevention staff at the store said they saw Sime acting suspicious and possibly attempting to steal items from the store. The loss prevention staff saw Sime utilize the self-checkout, but only pay for some of the items. The remaining items, totaling $418.47, were stolen by Sime from the store. The loss prevention initially stopped Sime, but when they called for the police to respond, he fled the store. Multiple officers responded and eventually caught Sime running through the parking lot. A court date of Oct. 8 was assigned.
DRIVING UNDER THE INFLUENCE
Jennifer L. Palmer, of Northbrook, is accused of improper lane usage, illegal transportation of alcohol, driving under the influence, DUI with a blood alcohol concentration level over .08, operating an uninsured motor vehicle, and was arrested at 7:40 p.m. Aug. 29, at Cedar Road and Cherry Lane. Police said they saw Palmer driving all over the road and almost hit parked cars. The officer found the vehicle stopping in intersections for no reason, driving on the wrong side of the roadway and swerving within its lane. The officer stopped the vehicle and spoke to Palmer. The officer could also see there were several empty alcoholic beverages throughout the interior of the car. A court date of Oct. 3 was assigned.

INCIDENTS
IDENTITY THEFT
- A Melanie Lane resident told police at 6:54 p.m. Aug. 23, she had lost her wallet containing her driver’s license and credit cards. The complainant checked her statements and noticed there was $7,000 of fraudulent charges on one of her credit cards. She said the charges occurred at various clothing stores and gas stations.
- A Chapel Court resident called police at 5:43 p.m. Aug. 25, to report someone had used her credit card number to purchase two Garmin 1050 GPS bicycle monitors. Since she still had her credit card in her possession, she didn’t know how the person accessed her account.
GRAFFITI
A citizen reported at 9:14 a.m. Aug. 25, that someone had entered a house under construction in the 1100 block of Longmeadow Road and spray-painted a picture of genitals in the garage walls and floor.
THEFT FROM VEHICLE
A resident in the 700 block of Skokie Boulevard reported at 12:34 p.m. Aug. 26, someone had entered her unlocked 2017 silver Toyota and stole her handicap placard.
EMAIL SCAM
A Sanders Road resident reported at 4:07 p.m. Aug. 29, she had received an email from what she thought was a staff member. The email instructed her to send two payments via an online payment platform. The complainant, thinking the request was legitimate, sent $2,834. The requestor then asked for an additional $3,970. The complainant reached out to a friend who advised her it was a scam and not to do the second payment. The complainant confirmed with the real staff member that she had been scammed out of the money.
