Unhappy Ending for Spa Accused of Offering Unlicensed Massages

Owner of Dao Spa and Salon agrees to forfeit village business license after employee allegedly gropes woman during massage.

The owner of an Oak Lawn nail salon and spa accused of offering massages without a license agreed to forfeit his village business license.

Oak Lawn police responded to Dao Spa and Salon, 8826 S. Cicero Ave., for a battery complaint on Dec. 8, 2015.

Ming Yuan, an employee, was charged with two counts of misdemeanor battery and one misdemeanor count of violation of the Illinois Massage Licensing Act.

According to the charges, Yuan inappropriately groped a female patron during a massage. The criminal case is still pending.

The owner of the business, Dawei Zhang, was also charged with violating the state’s massage licensing act.

Zhang appeared before the village board for a hearing of revocation of his business in December, but asked for a continuance so he could find legal counsel.

Mayor Sandra Bury said that Zhang was in violation because the spa and salon was not licensed to offer massage services. The business was shuttered by Oak Lawn police until a hearing could be held.

Rather than contest revocation, Zhang agreed to surrender his village business license and close the business.

During a special meeting on Tuesday, trustees voted 5-0 to forfeit Dao Spa and Salon’s business license. The forfeiture will not affect the ongoing criminal case.

Zhang is expected to tender his business license this week.
