OP Firefighters Union Asks Special Counsel To Investigate Corruption

The Orland Fire Protection District (OFPD) has the Firefighters Union questioning its spending practices, particularly its contracts with consultants for diversity and public relations services.

The Orland Professional Firefighters IAFF-AFFI Local 2754 issued a Request for Special Investigation on March 20, 2025 regarding possible misappropriation of contract funds stating "We believe it is our collective responsibility to the District and its citizens to take all actions necessary to uncover and stop any further financial missteps." The letter is on the board agenda for the upcoming Orland Fire Protection District meeting to be held Tuesday, March 25, 2025 where Orland Professional Firefighters IAFF-AFFI plan to attend and address the issues tarnishing the reputation of the district and possibly uncovering years of financial mismanagement that have bilked the taxpayers.

The focus of criticism centers around a specific contract with Irma “Ratliff” Holloway, who was hired to provide diversity consulting at a rate of $3,000 per month beginning in June 2017. This contract, which was effectively auto-renewing until canceled, raised eyebrows not only for its duration but also due to the subsequent legal troubles of the consultant, according to an article published by the Edgar County Watchdogs.

Consultant Indicted: The Case of Irma Holloway

In May of 2018, Irma Holloway, the owner of the now-dissolved IRH Developments, Inc., was indicted by a federal grand jury on two counts of fraud against lending institutions, totaling approximately $5 million. Following her indictment, Holloway pleaded guilty to one count and was sentenced to 24 months in federal prison, set to begin in late October 2020. As part of her sentence, she was also ordered to pay nearly $4 million in restitution and was subjected to five years of supervised release following her incarceration.

Despite her conviction and imprisonment, alarming revelations emerged that the Orland Fire Protection District continued to process and pay Holloway’s invoices for an additional six months—specifically, from November 2020 through April 2021. During this time, the district paid her a cumulative total of $18,000 even while she was serving her sentence. Invoices from Holloway were signed off by the Fire Chief, raising questions about oversight and the justification for these payments.

Questionable Relations: Ray Hanania and the Services(?) he Provides

In addition to the questionable spending on diversity consulting, the OFPD has also directed substantial funds toward public relations services. Over a period of several years, the district has spent over $432,000 on contracts with Ray Hanania of Urban Strategies Group and All-Circo, Inc., ostensibly for media relations and public visibility work. Some may remember Hanania from his days at the Sun Times in the mid 80s to early 90s when he was forced to resign or be fired after mixing business with pleasure with then treasurer for the Daley Administration Miriam Santos. Hanania was accused of unprofessional tactics, sharing of information and was no longer welcome at the Chicago Sun Times. Hanania’s current compensation at the Fire District amounts to $4,000 per month in taxpayer dollars. Although Hanania claims to separate the Fire District's communications from politics, that doesn't fly because he is a sitting board member of the Arab American Democratic Coalition and is listed as Treasurer on several Political Action Committees that play a very active role in local politics, some for the very organization he claims to do public relations services for, while remaining apolitical, of course. Hanania's loyalty seems to be easily swayed by whoever throws a few dollars his way.

While the district provided documentation listing the work allegedly performed, skepticism remains regarding the efficacy and visibility of the output concerning taxpayer investments.

The financial commitments to both Irma Holloway and Ray Hanania raise significant concerns about the accountability mechanisms within the Orland Fire Protection District. It appears that substantial sums were disbursed without adequate checks on the performance and legitimacy of the contractors, particularly given Holloway's legal troubles, which were public knowledge before the continued payments.

The decision to maintain Holloway's contract while she served a prison sentence highlights potential deficiencies in governance and oversight within the district. Such practices not only lead to financial waste but also undermine public trust in local government agencies that are responsible for managing taxpayer dollars prudently.

The issues surrounding questionable spending practices within the Orland Fire Protection District serve as a cautionary tale about the importance of due diligence, transparency, and accountability in public sector contracting. As local governments continue to navigate complex social challenges and engage outside consultants, it is imperative that they conduct thorough assessments to ensure that taxpayer resources are allocated judiciously and effectively.
