A Gary, Indiana man — who served time for a 1996 Illinois murder — was arrested early Thursday in Plainfield after he took a cell phone from a man with ”diminished mental capacity” in a prostitution deal gone bad, police said.

Carloundus Harper, 40, and Shartrice Monday, 22, were arrested after the victim’s family member reported a robbery to police shortly after 7 a.m., Plainfield Sgt. Mike Fisher said.

Fisher said Harper and Monday stole the cell phone after learning the victim had no cash. He said the man, who allegedly contacted the pair via a website, did not fully understand what was happening.

After taking the cell phone, the pair tried to flee the victim’s home in the Patriot Square subdivision, but were foiled when their vehicle stalled, police.

“They got about 30 feet out of the driveway,” Fisher said. Harper was still trying to re-start the car when police arrived, according to Fisher.

Harper was charged with felony promoting prostitution. Fisher said police also learned Harper had failed to register with the Illinois State Murderer and Violent Offender Against Youth Registry.

In 2004, Harper pleaded guilty to the 1996 murder of 24-year-old Malcolm Jones. Harper told the court that he and two other gang members went to Jones’ home in Decatur and opened fire as the victim pulled into the driveway, according to the Herald-Review newspaper. He was sentenced to 20 years for the crime, but received credit for jail time served since his 2001 arrest. He was also eligible for day-for-day good behavior credit, according to the paper.

The murderer registry lists Harper as having an “unknown address” in South Holland, Illinois, although Will County jail records show an address at 1975 Lane St. in Gary.

Monday was arrested on a fugitive warrant out of Lake County, Fisher said, as well as charges of prostitution and criminal obstruction of identification after allegedly providing a false name and date of birth to police. Will County jail records list a Dallas, Texas address for Monday.

Fisher said the victim will not face charges.
