Officer Right Using Deadly Force in March Shooting: State's Attorney
Shaquille Barrow, 20, was shot by a Joliet police officer after the suspect allegedly tried to draw a gun during a foot chase.

The March shooting of a 20-year-old Joliet man by a Joliet police officer has been called justified by the Will County state’s attorney, according to a Times Weekly report.

Shaquille Barrow was shot March 2 by Officer Dennis Carroll after Barrow allegedly reached for a handgun during a foot chase. Barrow later died at the hospital because of his wounds.

Although Carroll, a 14-year veteran of the Joliet Police Department, still faces an administrative review, Will County State’s Attorney James Glasgow said the officer acted correctly, the report stated:

“Based upon a review of the police reports, witness statements, Illinois Law concerning the use of deadly force and the force option continuum, Officer Carroll was clearly justified in the use of deadly force. … He showed tremendous restraint prior to moving to the deadly force phase.”
