​Ethics Complaint Filed Against Skokie Trustee James Johnson

A formal ethics complaint has been filed against Skokie Village Trustee James Johnson, raising serious questions about his conduct and fitness for public office.

The complaint, originally submitted on 2-20-25, alleges that Trustee Johnson misused Village resources to advance his political campaign. Specifically, Johnson is accused of using the public podium during a Village Board meeting’s public comment period to create what amounts to campaign material. The video was subsequently posted to social media and shared with his political supporters. According to the Village’s ethics code, the use of Village resources for campaign purposes is strictly prohibited.

The complaint was amended last week to include additional allegations. The new charges assert that Trustee Johnson used his elected position to intimidate and improperly influence a Village commission. On August 15, Johnson appeared before the Skokie Plan Commission and attempted to sway the outcome of a pending matter—an action that may constitute a violation of Skokie Municipal Code 2-381, which protects the independence and authority of the commission. Johnson later shared footage of this appearance with his political base.

Critics argue that this pattern of behavior is troubling for an elected official, especially one who is reportedly seeking the office of Village Clerk. Concerns extend beyond the current complaint. Trustee Johnson has previously been accused of mishandling sensitive information, which is a legal obligation for anyone holding the Clerk’s office. Additionally, Johnson has drawn criticism for refusing to recite the Pledge of Allegiance at official meetings—a responsibility outlined for the Village Clerk role.

Johnson’s repeated attacks on both perceived and actual political opponents have further fueled calls for accountability. Many in the community believe that public officials who disregard the rules and ethical standards of their positions have no place in local government.

An evidentiary hearing on the matter is scheduled for April 2, 2025, where these serious allegations will be formally reviewed.
