New Kidnapping, Sexual Assault Charges For Accused Serial Rapist: Skokie Crime Reports

SKOKIE, IL — The following information comes from the Skokie Police Department as a record of those recently arrested. Readers are reminded an arrest is not an indication of guilt and criminal charges represent merely accusations that are often dropped or reduced. All persons named are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

INCIDENTS

TIRES PUNCTURED

Someone punctured all of the tires on four vehicles in the 8900 block of Gross Point Road during the overnight hours of Sept. 17-18.

ABUSE

A case of criminal sexual abuse was reported in the 8500 block of Lawndale Avenue between 1 p.m. and 2 p.m. on Sept. 22.

STOLEN CAR

A motor vehicle theft was reported in the 9400 block of Kenton Avenue between 7 a.m. and 3 p.m. on Sept. 22. Someone stole a car that had been parked in a front parking lot.

BATTERY, OBSTRUCTION

A juvenile offender was reported to have committed aggravated battery and resisted, obstructed or disarmed an officer in the 7700 block of Gross Point Road between 11:52 a.m. and 11:56 a.m. on Sept. 22.

THEFT

Three juvenile males committed retail theft at Macy's and illegally were in possession of alcohol between 5:46 p.m. and 6:42 p.m. on Sept. 22.




ARRESTS

Carlos E. Raymond, 56, of the 4700 block of South King Drive, Chicago, was arretsed Sept. 19 at 7:27 p.m. at a McDonald's in the 4800 block of Dempster Street and charged with theft of lost of mislaid property. (No photo available)


Julian Nicholas Taylor, 24, of the 6600 block of North Sauganash Avenue in Lincolnwood, was arrested Sept. 20 at 3:45 a.m. in the 7700 block of North Lincoln Avenue and charged with driving under the influence of alcohol, with a blood alcohol content above 0.08, and driving with a suspended or revoked license.

Janice Stockton, 44, of the 8220 block of Keating Avenue, was arrested on Sept. 21 at 3:55 p.m. at her residence and charged with battery and resisting or obstructing an officer.

Jane Wong, 60, of the 9100 block of Lawler Avenue, was arrested Sept. 22 at 10:41 p.m. at her home and charged with theft in connection with an incident that occurred between 6:15 p.m. and 6:42 p.m. in the 5200 block of Oakton Street.

Kateryna Rybakova, 30, of the 1200 block of Bradwell Lane, Mundelein, was arrested at Old Orchard Shopping Center on Sept. 23 at 4:10 p.m. and charged with retail theft.

Clifus Y. Moore, 58, of the 15700 block of Drexel Avenue in Dolton, was arrested Sept. 24 at 11:50 a.m. in the 5500 of Touhy Avenue and charged with retail theft.

Musaab Suhail Afandi, 33, of the 2400 block of West Arthur Avenue, Chicago, was arrested Sept. 25 at 11:33 a.m. at the Chicago Police Department's 19th District station, 2452 W. Belmont Ave., and charged with additional counts of aggravated kidnapping and sexual assault. He remains held without bond.

Joseph M. Nuter, 36, of the 200 block of Troy Lane, Lombard, was arrested Sept. 25 at 9:40 p.m. in the 8600 block of Austin Avenue and charged with possession of a controlled substance, as well as possession of drug equipment. He was also issued a citation for possession of under 10 grams of cannabis.
