Alderman Rogina: Plan Endorsement Premature
Second mayoral candidate sounds off on draft 2013 Comprehensive Plan, says process should continue.

Third Ward Alderman Raymond Rogina, who will face John Rabchuk and Jotham Stein in the spring St. Charles mayoral race, said Saturday it is premature to comment on the draft 2013 Comprehensive Plan, which has not been completed yet.
Rabchuk on Friday endorsed what he called the “responsible growth strategy” in the draft 2013 Comprehensive Plan, which sparked criticism from some residents. The plan has proven a sensitive issue in the community, because the plan is intended to serve as a guide for development over the next 20 years.
“As a member of the City Planning and Development Committee and City Council, I commend Chairman (Mark) Armstrong and his committee and Rita Tungare and city staff for bringing a draft of the 2013 Comprehensive Plan to imminent closure in a very detailed and refreshing manner,” Rogina wrote in an email to St. Charles Patch. “I have attended several meetings and appreciate the involvement and input of our neighbors from all parts of the community.”

With an open house for the public on the draft 2013 Comprehensive Plan later this month, the task force is expected to on Dec. 12 to make a recommendation about the document to the St. Charles Plan Commission.
“Once approved by the Committee, it will go to the City Plan Commission and forwarded to the City Planning and Development Committee and City Council,” Rogina wrote. “It would be premature for me to make any comment about the plan other than to say I am sure my colleagues want ample time to digest the document, discuss it, welcome further neighborhood review and hopefully approve it as a road map to future land use in St. Charles.”

“I encourage all residents to go to the city website and review the document and join me at the next Comprehensive Plan Open House at 6 p.m. on Nov. 28 at City Hall,” he concluded.
