St. Charles Aldermen Advance Route 25 Water Main Work

Project will involve replacing 5,400 linear feet of water main along the northern portion of 5th Avenue, with work expected to begin in the spring.

Residents of North 5th Avenue can expect to see construction in the spring of 2014 as the city prepares to award a $93,876 contract to Trotter and Associates Inc. for design engineering services for water main replacement work in that area.


The work is included in the city’s 10-year capital improvement plan and involves the removal and replacement of 5,400 linear feet of water main, according to a staff memo to the City Council Government Services Committee.


The committee’s endorsement puts the design engineering contract in line for formal council approval. An actual construction contract would not be awarded for some time.

The city staff is requesting that the work be expedited due to an array of “geotechnical and age conditions associated with the main.”


Public Works Engineering Division Manager Jim Bernahl told aldermen the work will run from North Avenue to the Q Center, but that actual construction will not begin until April or May 2014. He said the city staff intends to plan the project so the road is not completely closed during construction.

The city also will need to obtain consulting services to assist with the design and permitting for the project, the memo states.

The city solicited proposals from nine engineering firms to assist with the final engineering design, obtaining required permits, and to assist with the bidding process for the actual water main replacement.


The memo states that eight firms submitted proposals to perform this work. A staff review of the eight proposals determined that Trotter and Associates Inc. “provided the most comprehensive understanding and approach.”
