St. Charles City Council Reappoints Department Directors

Council also appoints mayor to serve as the city's liaison on the TriCity Ambulance Board.

The city’s department heads have been reappointed to serve under St. Charles’ new administration.


The Charles City Council voted unanimously on Monday to affirm Mayor Raymond Rogina’s recommendation to reappoint department directors as recommended by City Administrator Brian Townsend.

  • Christopher Aiston, Economic Development.

  • Margaret “Peggy” Forster, Information Systems.

  • Mark Koenen, Public Works Department.

  • Police Chief James Lamkin.

  • Kathy Livernois, Human Resources.

  • Christopher Minick, Finance Department.

  • Rita Tungare, Community Development.


  • Townsend’s recommendations included the appointment of longtime St. Charles firefighter Joe Schelstreet as fire chief, as St. Charles Patch reported Monday night. The former assistant chief had been serving as chief on an interim basis for the six months preceding Monday night’s council meeting, when he stepped in upon the retirement of former Chief Patrick Mullen.


    Townsend remains in talks with the council, which twice has extended his contract by 30 days since Rogina was seated as mayor and Aldermen Ron Silkaitis, 1st Ward, Art Lemke, 2nd Ward, William Turner, 3rd Ward, Jo Krieger, 4th Ward and Maureen Lewis, 5th Ward, were sworn in early last month.


    The council also gave its unanimous assent to Rogina’s recommendation that he be appointed liaison to the TriCity Ambulance Board.
