The Village has experienced an uptick in individuals and groups approaching people in cars or in our shopping areas for money. In some cases, the requestors are working in organized groups. While we recognize the financial struggles of many, we suggest safer and more effective ways of giving and receiving support.

Regarding Panhandling and Soliciting

While panhandling on public property has been interpreted by the courts as a First Amendment protected form of expression and thus cannot be prohibited, panhandling actions that cause safety issues (for instance, panhandling in a busy intersection in such a way as to impede traffic) may be regulated and therefore allow for police response. In addition, property owners have the ability to manage who is on their property, and individual shopping area owners/managers may request that trespassers be removed.

Any person with concerns regarding the presence of panhandlers located on private property can report such to the property manager or owner.
