DuPage County Clerk Jean Kaczmarek attributes the increased numbers to mail-in votes. She said in a statement, "Promoting vote-by-mail has been key to my efforts to increase voter access in DuPage County. While the state mandated that county clerks send a permanent vote-by-mail application to all voters this year, my office mailed those applications twice, before both the primary and general elections."
