Winnetka Police Launch Blue Envelope Program For Drivers, Passengers On Autism Spectrum

WINNETKA, IL — Winnetka police are now participating in the Blue Envelope Program, a voluntary effort designed to improve communication and safety during traffic stops and other police encounters involving people on the autism spectrum.

Under the program, a driver or passenger keeps a blue envelope in the vehicle and hands it to an officer at the start of an encounter. The color gives officers an immediate visual cue that the person may need extra time, a different communication approach or additional patience during the interaction.

Each envelope can hold important documents such as:

• Driver’s license or state ID
• Vehicle registration and proof of insurance
• Emergency contact or designated support person information
• Communication instructions (preferred interaction style, sensory sensitivities, or language needs)

While the envelope is especially helpful during traffic stops, it may be used in any situation where individuals interact with police or emergency responders. The envelope also includes simple reminders for participants about how to interact safely during police encounters.

According to the department, Winnetka police officers are trained to recognize a Blue Envelope and adjust their approach accordingly. The department also said participation in the program does not exempt anyone from traffic laws or other legal requirements.

The program is open to anyone on the autism spectrum who lives, works or regularly travels through Winnetka. Participation is free and voluntary, and the department said no proof of diagnosis or formal registration is required.

Residents can pick up a Blue Envelope at no charge at the Winnetka Police Department, 410 Green Bay Road.

The village program also comes ahead of a broader statewide effort. Blue Envelopes are expected to become available through the Illinois Secretary of State's office as part of a statewide Blue Envelope Program set to launch Jan. 1, 2027.
