Kansas Federal Whistleblower Triggers Sweeping State Probes Into Johnson County Chief Judge
A Gardner man's federal testimony has sparked 5 state misconduct investigations into Johnson County's top judicial officer

Olathe, Kansas (October 30, 2025) — Serious concerns over the integrity of the Johnson County courthouse have emerged following a federal whistleblowers sworn affidavit accusing Chief Judge Charles Droege of operating outside Kansas law and abusing his judicial authority in family court and other various civil cases.
The affidavit, filed in U.S. Case 2:23-CV02536 on September 15, 2025 in the U.S. District Court, by Gardner father and federal whistleblower Matthew Aaron Escalante, alleges that Judge Droege has overridden due process protections, manipulated Johnson County & Franklin county court proceedings, and acted without lawful jurisdiction in multiple cases — conduct Escalante describes as evidence of “a judiciary operating above the law itself.”
The case of 2:23-CV02536 is a children's lawsuit of Matthew Escalante et al minor children vs. Johnson County's Chief Judge Droege.

The allegations have triggered a whopping five active state misconduct investigations by the Kansas Commission on Judicial Conduct, now in their fourth week. The commission’s inquiry underscores growing public concern about accountability and transparency inside Johnson County’s judicial system.
These developments follow the 2023 suspension of Judge Paul Burmaster, who previously presided over Escalante’s custody case and several others before Chief Judge Droege assumed control.
