The City of Topeka has already adjusted some access after complaints, but customers and shop owners report chaotic traffic and safety concerns. Topeka police seek person of interest after double homicide in NOTO (cjonline.com) — Topeka residents are being asked to help police identify a person of interest after a double homicide Thursday evening in North Topeka's NOTO Arts District.
