Here are the top stories in New Orleans today:
- A ninth-grade student from Warren Easton Charter High School was shot and killed on Monday night in St. Roch. The 15-year-old victim, Tyler Ellis, was taken to the hospital where he passed away from his injuries. This is the second student from Warren Easton to have died from gun violence within the past two weeks. (WDSU New Orleans)
- The Mayor LaToya Cantrell recall effort claims to be within 1,029 signatures of petition goal according to its Instagram page, but news outlets have not been able to independently verify if this is true. The campaign only has until Feb. 22 to reach the number necessary to trigger a recall election. (FOX 8 Local First)
- NOPD retention bonus payments are scheduled to be paid out in March, but a two-page opinion letter from the Attorney General said that the bonuses can't be paid until a year after city council approval, which would push the payouts into July. In an effort to increase retention, city council approved a $5,000 bonus for every 5 years last year, and is currently working to get them delivered on time. (WWLTV.com)

- After a weekend fire, the Orleans Parish Civil District Court will remain closed through Fat Tuesday but will be able to operate virtually with a judge's consent. (WDSU New Orleans)
