William Donald Schaefer - former Baltimore mayor, Maryland governor and state comptroller - died at the age of 89.

He served as mayor from 1971 to 1986, a time when his leadership and pride for Baltimore transformed the Inner Harbor from an industrial center to a destination for tourism and business.

"He had great instincts. He didn't get it out of a book or take a poll to see what people want. He had great leadership instincts and guts to follow through on the instincts," said M.J. Jay Brodie, president of the Baltimore Development Corp.
