City Attorney Appointed For Annapolis
Practicing attorney and adjunct professor D. Michael Lyles has been appointed city attorney for Annapolis.

ANNAPOLIS, MD â D. Michael Lyles has been appointed city attorney for Annapolis. Lyles will take over for acting city attorney Kerry Berger following confirmation by the Annapolis City Council at its Dec. 9 city council meeting. If confirmed, he will be sworn in at that time. Former city attorney Richard Melnick left the city in March and Berger has been acting city attorney since April 26.
Lyles currently practices at Stroud Priest, LLC in Baltimore and is an adjunct professor teaching employment law in the business school for the University of Maryland University College. Lylesâ government service includes seven years as the executive director of the Prince Georgeâs County Human Relations Commission where he managed a $1.5 million budget and provided executive support and management for the 13-member commission, prosecuting cases of illegal discrimination and civil rights violations on behalf of residents. He was counsel and trial attorney for the U.S. Department of Defense, the Prince Georgeâs County Office of Law and the District of Columbiaâs child welfare system.
âI believe that Mike will be a great fit for the City of Annapolis,â said Mayor Gavin Buckley in a statement. âHe brings a wealth of public and government experience alongside private and trial practice. I am excited for the city and residents that he has agreed to join our team.â
