ANNAPOLIS, MD — The court-ordered mental health evaluation for Jarrod Ramos, the man accused of killing five people at the Capital Gazette last year, has been completed. However, the report has been placed under seal by Anne Arundel County Judge Laura Ripken, but is available to attorneys involved in the case.

Ripken informed attorneys during a hearing Aug. 26 that she had received the report last week from the state health department. Ramos has pleaded not guilty and not criminally responsible, Maryland's version of an insanity defense. Ramos had a lengthy history of harassing Capital Gazette journalists, WTOP reported. A November trial is scheduled and will be conducted in two parts; if Ramos is found guilty, a second phase will be held to determine if his mental state made him not criminally responsible.
