New Annapolis Acting City Manager Announced
Public Works Director David Jarrell will be the acting city manager effective July 31.
Public Works Director David Jarrell succeeds Brian Woodward as acting city manager effective today, July 31.
Annapolis Mayor Michael Pantelides announced Woodward’s resignation from the position along with his position as the city’s recreation and parks director, on July 21. Woodward cited health issues as his reason for leaving the city, according to a previous Patch story.
“Mr. Jarrell has agreed to take on the duties of the position for the next few months, helping to fulfill the needs of the city as we continue to search for a city manager,” Pantelides said, according to a news release. “I want to personally thank Mr. Jarrell for his dedication and service to our citizens.”

Jarrell is a retiree from the U.S. Navy’s Civil Engineer Corps. He came to Annapolis in 2010 and served as the City of San Diego, CA, Deputy Chief Operating Officer prior to that.

- Managing the contracting and design of the new water treatment plant project. Construction started this month and is expected to be complete in early 2016
- Developing and Implementing a comprehensive plan for the upgrade of city streets and sidewalks
- On-time and on-budget completion of the renovation of City Hall and the office relocation project that allowed the establishment of the Central Permit counter
- Re-vamping the city’s detailed snow removal plans and oeprations to improve the timeliness and effectiveness of winter storm response
- Re-vamping the recycling program. The city’s rate of landfill diversion has increased to over 40 percent
- Completing a managed competition for solid waste collection and the successful transition to contractor collections
- Remodeling the Market House and contracting with new vendors for the re-opening
Jarrell is a registered professional engineer in Maryland, California, Pennsylvania and Virginia. He is also an active member of the American Public Works Association and American Society of Civil Engineers.
While Jarrell serves as acting city manager, Marcia Patrick, assistant director of public works, will be the acting director of public works.
