(wbal.com) β€” Residents near the Back River Wastewater Treatment Plant, just outside Baltimore, say worsening sewage odors are making it hard to enjoy their homes and yards, and some are considering lawsuits or property tax appeals. Baltimore's Department of Public Works, which runs the plant, says it's drafting a comprehensive fix and expects engineering recommendations by late this year or early January.
