Baltimore Councilwoman Carjacked, 2 Juveniles Arrested: Police
Councilwoman Rikki Spector was allegedly assaulted by two youths in a locked parking garage in Federal Hill.

BALTIMORE, MD — Two youths have been arrested in connection with the carjacking of a Baltimore City councilwoman, police said.
Councilwoman Rochelle “Rikki” Spector, 80, was attacked during an attempted robbery at her parking garage on Friday morning in Federal Hill.
She was allegedly pulled from her vehicle around 10:15 a.m. Friday by two youths who threw her to the ground and punched her in the face, officials said.

She reportedly fought back during the carjacking, which occurred in a Pierside Drive garage where security kept the 15-year-old locked inside; he was arrested at the scene.
"It was divine intervention," Spector said in an interview with WJZ afterward, in which she had a black eye.

A 13-year-old was charged with attempted robbery as well as first and second-degree assault after being arrested at a relative's home at 1:30 a.m. on Sunday, Baltimore Police reported.
The 13-year-old already had a record that included arrested for drugs, vehicle theft and assault, according to Baltimore Police Chief of Media Relations TJ Smith.
Both the 13 and 15-year-old were reportedly being charged as juveniles.
Spector, who has served Baltimore since 1977, is retiring from the city council this week after nearly 40 years.
