I-83 Was Closed For Hours Friday Morning; Here's Why
Due to a deadly crash, officials said southbound I-83 was closed for three hours at the Baltimore City-Baltimore County line.
BALTIMORE, MD — A fatal crash involving a pedestrian closed Interstate 83 for three hours Friday morning, according to officials.
Police said the pedestrian had gotten out of a ride-share vehicle on I-83 south and crossed the thruway, where he was hit by an SUV near the Baltimore city-county line before 3 a.m.
Gleb Volkov, 26, of New York, N.Y., was pronounced deceased on I-83 south by Baltimore County paramedics north of Northern Parkway, officials said.

Troopers said they were first called about Volkov a half hour earlier.
Around 2:30 a.m., the driver of a ride-share vehicle called 911 to report an unruly and possibly intoxicated passenger who was assaulting him and trying to get him to go off the road, police said.

When the driver pulled over at I-83 north and Ruxton Road, officials reported the passenger ran.
Before 2:50 a.m., troopers were called to I-83 south, where a Range Rover hit a pedestrian north of Northern Parkway.
The Range Rover driver remained at the crash site, where investigators said Kolkov had been walking across the road from the median.
For three hours, I-83 south was closed between Ruxton Road and Northern Parkway for the crash investigation.
Around 6 a.m., the Baltimore City Department of Transportation reported I-83 had reopened.
